Brazil's Attorney General's Office (AGU) will investigate Enel's actions and release a report on the blackouts in February.

Prosecutors will analyze all episodes of power outages in São Paulo since 2023.

The blackouts recorded in the São Paulo Metropolitan Region will be investigated by the AGU (Attorney General's Office) following a directive from President Luiz Inácio Lula da Silva (PT).

A decree published this Friday (16) in the DOU (Official Gazette of the Union) established a special working group responsible for investigating episodes of power supply failures and the measures adopted by the concessionaire Enel.

AGU prosecutors will analyze all episodes considered relevant since 2023 involving interruptions in the energy distribution service in São Paulo. The working group will be officially constituted next Monday (19), and the final report should be completed within 30 days, with publication scheduled for February.

Federal agencies are called in to investigate failures at Enel SP.

The document should include a detailed description of the cases analyzed, an assessment of the measures taken by Enel, and an indication of any potential legal and institutional actions. This material will serve as input for the Presidency of the Republic and the relevant bodies in analyzing possible developments on this matter.

The investigation is taking place at a time of strong institutional pressure on the concessionaire, which is already facing questions regarding the continuation of the concession contract.

The most recent blackout occurred between December 8th and 14th, when 4,4 million consumers were left without electricity. What does Enel São Paulo say?

In a statement, Enel São Paulo reported that it has been fulfilling its contractual and regulatory obligations and the Recovery Plan presented to... ANEEL (National Electric Energy Agency) in 2024, with advances in quality indicators and a continuous trajectory of improvement throughout 2025.

“The company values ​​transparency and emphasizes that, like all distributors in the electricity sector, its performance, processes, and results are constantly monitored by Aneel, which makes its assessments public, ensuring the legal security of contracts. Enel maintains its structural investments, which total more than R$ 10 billion since 2018, in addition to a record plan of R$ 10,4 billion for 2025–2027, the hiring of 1.600 new field professionals, and actions to modernize, digitize, and strengthen the network,” the company highlighted.
