A ANEEL The Brazilian National Electric Energy Agency (Agência Nacional de Energia Elétrica) will have a significant increase in its staff to deal with the growing complexity of the Brazilian energy sector.

Through Joint Decree MGI/MME No. 104In a decree published on December 31st, the Ministries of Mines and Energy (MME) and Management and Innovation in Public Services (MGI) authorized the temporary hiring of up to 50 professionals.

The measure is justified by the need to meet the "urgent needs and exceptional public interest" of the agency. According to the document, the hiring will be for a fixed term, as provided for in the legislation governing temporary hiring in the federal public service.

The professionals will work in technical and administrative activities, focusing on supporting the agency's core areas. The initiative seeks to reduce internal bottlenecks, expedite process analysis, and strengthen the regulatory performance of the agency. ANEEL in areas considered priorities.

The text highlights that the increased staffing does not alter the agency's permanent structure, but serves as a temporary response to an exceptional scenario of high workload. The expectation is that the temporary expansion of the team will contribute to greater efficiency in conducting processes and making regulatory decisions.

Full schedule

The reinforcement occurs in a context of increasing overload on the ANEELwhich in recent years has had to deal with an ever-increasing volume of complex and sensitive issues for the electricity sector.

In 2026, the agency will play a central role in regulating Law No. 15.269which promoted a significant reform in the legal framework of the electricity sector, requiring the issuance of sub-legal regulations, regulatory adjustments, and monitoring of the implementation of the new rules.

Another important aspect of the agenda is the continuation of the process for renewing distribution concessions, a topic that involves detailed technical, economic, and legal analyses, as well as a direct impact on millions of consumers.

Conducting these processes requires a robust structure and technical capacity to evaluate contracts, quality goals, and service delivery conditions.

A ANEEL It will also need to pay attention to repairing damages caused by curtailment, especially in solar and wind power projects, a topic that has taken on new dimensions with recent initiatives from the federal government and requires careful regulatory coordination.

Furthermore, issues involving Enel São Paulo, including the possibility of initiating a concession termination process, place additional pressure on the Agency. Assessing recurring failures, monitoring customer service, and analyzing extreme measures increase the complexity of the regulatory work.

In this scenario, which also includes the organization of several auctions throughout 2026, temporary hiring is seen as an attempt to give breathing room to... ANEEL to cope with a period of intense demand, marked by decisions that will have a lasting impact on the functioning of the Brazilian electricity sector.
