Consumers served by 22 electricity distributors will see a reduction in their electricity bills starting this year. The measure was approved this Tuesday (19) by the board of directors of ANEEL (National Electric Energy Agency) and provides for the return of part of the resources collected from the UBP (Use of Public Property) charge.
According to the Agency, it is expected that up to R$ 5,5 billion will be returned to captive consumers (those who are not in the Free Energy Market) in the North and Northeast regions, as well as the states of Mato Grosso and parts of Minas Gerais and Espírito Santo, during the next tariff adjustments and revisions.
The measure, according to ANEELThe goal is to reduce energy tariffs in these locations, since many of them have fewer consumers than the national average and higher energy costs due to the purchase of diesel for power plants in isolated areas.
What is UPB?
UBP is a charge paid by hydroelectric power plants to the Federal Government for the use of rivers to generate energy. Although the payment is made by the plants, the cost ends up being passed on to the distributors and included in the tariffs paid by consumers.
Until the beginning of this year, the charge was paid monthly by the generators through the CDE (Energy Development Account), with interest applied to the installments. However, Law No. 15.235/2025 allowed companies to prepay the annual UBP in cash, with a 50% discount.
Conversely, the funds raised will be used to reduce tariffs in areas served by Sudam (Superintendency for the Development of the Amazon) and Sudene (Superintendency for the Development of the Northeast).
Discounts starting in July
Early repayment (with discounts on the electricity bill) is scheduled for July, with CCEE (Chamber of Electric Energy Commercialization) being the entity responsible for informing... ANEEL if the payments were made in full.
According to the Agency, the percentage reduction in tariffs will depend on the amount collected from the advance payment of the UBP (Unidade Básica de Pricing - Basic Pricing Unit). The estimate is an average discount of 4,51% if R$ 4,5 billion is collected; 5,16% in the scenario of R$ 5 billion; and 5,81% if the amount reaches R$ 5,5 billion.
The final discount percentage will be known after the completion of the tariff adjustment processes for the beneficiary distributors, the last of which is the tariff adjustment for Equatorial Piauí, scheduled for the beginning of December.
