The City Hall, through the Government Secretariat and with the support of SP Parcerias, launched a public consultation on PPPs (Public-Private Partnership) for the hiring a private partner, which will be responsible for the management and supply of electrical energy in the free energy market for municipal direct administration bodies.
According to the Ministry, it is estimated that, with the PPP, a savings of around R$12 million per year to public coffers, totaling more than R$400 million at the end of 35 years.
The project is a continuity of the Clean Energy Program underway in the city and which, together with the development of three other projects in the area of DG (distributed generation), has the objective of reducing the value of invoices, promoting budget predictability for the municipality.
This initiative guarantees that at least 50% of the energy consumed by Direct Administration bodies has been generated through renewable sources.

According to the Authority, it is planned to hire a private partner who will be responsible, over a period of 35 years, for the migration, management and electricity supply services in ACL (Free Contracting Environment), including the construction and management of a self-production plant, from a renewable and incentivized source, located in the municipality of São Paulo or another neighboring city.
“It will be the role of the partner to act as a representative of the city with the distributor, transmission company, CCEE (Electric Energy Trading Chamber) or third parties, so that the supply of electricity to consumer units is guaranteed”, they reported.
The program aims to supply of electricity to more than 200 consumer units of the municipality's Direct Administration. Investments are estimated to be approximately R$82 million, with operation and maintenance costs of approximately R$3,6 million annually.
O judging criteria of the bidding process will consider as the best proposal the lower energy price, per megawatt-hour, to be paid monthly by the City Hall, with a maximum value of R$308,49 per MWh.
