Companies interested in developing projects energy efficiency can receive financing from copel (Paraná Energy Company), which opened the public call 009/2024 through an announcement published on Tuesday (3).
Registrations can be made by legal entities located in the distributor's concession area until March 3, 2025.
The notice provides R$50 million in resources that will be made available to encourage companies to develop projects. Of these, R$30 million will be allocated to reducing electricity consumption in the industrial sector, which represents a large percentage of operating expenses.
A public call is provided for in Normative Resolution No. 920/2021 of the ANEEL (National Electric Energy Agency), which replaces REN nº 556/2013 and establishes that concessionaires must annually allocate up to 10% of their net operating revenue to the EPE (Energy Efficiency Program), limited to R$1.200.000,00.
In an interview with Canal Solar, engineer Yanael de Medeiros, from CS Consulting, detailed the main steps for those who wish to participate in the public call.
The first point highlighted by the engineer is that interested parties should pay attention to the deadlines in the notice. “The deadline for requesting clarification is January 2, 2025, while the deadline for submitting energy efficiency project proposals online is from January 17 to March 3, and the publication of the scores and preliminary selection of energy efficiency project proposals will be available on Copel’s website on May 2, 2025,” explains Yanael.
The engineer also warns about default and important details in the proposal. “Avoid default by the proposing consumer, pay attention to the information presented, such as the typology informed in the project and avoid discrepancies in the information that may compromise approval”.
“It is necessary to prepare an energy diagnosis of a report with a detailed description of each energy action and its implementation, investment value, measurement and verification strategy to be adopted”, he adds.
“Also pay attention to the consumer's presentation and information regarding their activities, the UC's (Consumer Unit) operating hours, whether there is contracted demand during peak hours, presentation of the estimated energy inputs (energy sources), presentation of the estimated share of each end use of electrical energy in the unit's monthly consumption, consumption history for the last 12 months, among others”, he adds.
“Some documents must be presented, such as: Cover letter of the energy diagnosis (Signed by official means); Energy diagnosis; Relevant budgets; Calculation report (RCB spreadsheet); PROCEL catalogs and tables (Highlighting the material used); Copy of the articles of association, bylaws or equivalent; Copy of the CNPJ; Technical cooperation agreement (if applicable) and property certificate, contracts or property registration”, he explains.
How to increase the chance of project financing?
According to Yanael, reading the public notice for PEE COPEL 009/2024 is essential. It is available on the distributor's website and contains important information for interested parties to participate.
“It is also necessary to send the cover letter with signature, through official means, in addition to sending the project proposal through the official channel stipulated in the notice. Another point is that the proposals sent must be submitted for evaluation and the RCB must be less than the limit”, he explains.
“It is necessary to foresee the disposal of old equipment, the measurement and verification stage, include equipment that has the PROCEL seal in the proposal, or prove that the equipment has the seal”, he adds.
Finally, she emphasizes that proposals must be from an incentivized source that meets the requirements of the notice. “Present the information necessary for evaluation in mandatory stages of the project (training, operation, qualification, etc.) and meet the minimum project budget limit established in the notice,” she advises.
“The energy generated by an incentivized source cannot be higher than the average annual consumption of the consumer units benefiting from the proposal, after discounting the energy saved resulting from the actions of the presented proposal and the consumption related to the minimum billing rate”, he concludes.
