The concessionaire Enel São Paulo is pointed out by most of the population as the main responsible for the blackouts recorded in the cities of the Metropolitan Region of São Paulo, according to a Datafolha survey published on the afternoon of this Friday (13) by the newspaper Folha de S.Paulo.
According to the survey, almost half (49%) of respondents directly attribute responsibility for power supply failures to the company. Another 16% point to the state government, led by Tarcísio de Freitas (Republicanos), as the main culprit; while 14% cite the federal government, led by Lula (PT), and 6% the municipal administration of Mayor Ricardo Nunes (MDB).
Since 2023, the Enel São Paulo concession area has experienced three major blackouts, mainly associated with severe weather events. These occurrences have prompted public criticism of the company from state and municipal authorities. Perception varies according to age and income.
The research results indicate that the perception of who is responsible for the blackouts in the region varies according to age group and income. Among respondents aged 45 to 59, 57% point to Enel as the main culprit. Among young people aged 16 to 24, the greatest responsibility lies with the state (25%) and municipal (16%) governments.
In terms of socioeconomic status, people with higher incomes tend to demand greater oversight from the state government over the utility company. However, among respondents earning up to two minimum wages, Enel appears as the main company responsible for 51% of the participants.
Regarding the federal government, blame is more frequent among respondents aged 60 or older, reaching 21%. Among people with incomes above ten minimum wages, about 18% attribute part of the responsibility for the power supply failures to Lula.

The Datafolha survey interviewed 1.608 people in 71 municipalities in the state of São Paulo, between March 3rd and 5th, 2026. The survey has a margin of error of two percentage points, plus or minus, with a 95% confidence level. The study also indicates that 10% of respondents said they did not know or preferred not to comment on who is responsible for the blackouts.
