Enel São Paulo reported that it released incomplete data about the blackout that occurred in the city of São Paulo and municipalities in the Metropolitan Region in December 2025.
In a document sent to ANEEL (National Electric Energy Agency), the concessionaire admitted that the number of affected customers was twice as high as previously reported.
According to the distributor, approximately 4,4 million consumers had their power supply interrupted during the event, a difference from the 2 million customers reported at the time.
In a statement, the concessionaire highlighted that this new volume corresponds to an amount calculated after the blackout, which occurred in the second week of December.
"During 12 hours of intense winds, customers were reconnected while others were disconnected again. The total number of outages on the 10th was higher and could only be determined later," the company highlighted.
Enel also emphasized that the data was audited by the Agency and sent to ANEEL "On December 19th. However, the numbers released in real time on the energy map on the Distributor's website only show the customers who were disconnected at that moment, without a total count," he emphasized.
Federal action
On Tuesday (13), a decree signed by President Luiz Inácio Lula da Silva (PT) determined that Federal Government bodies investigate recurring failures in the supply of electricity by Enel.
In the document, the president assigns responsibilities to the Ministry of Mines and Energy (MME), the Attorney General's Office (AGU), the Comptroller General's Office (CGU), and the president himself. ANEEL.
The concessionaire's recent history reinforces the decision. Between 2024 and 2025 alone, Enel São Paulo registered the highest monthly average of complaints to the Ombudsman. ANEEL among the distributors in São Paulo.
Over the past seven years, the company has accumulated fines exceeding R$ 400 million, without any real improvement in the quality of service provided to the public.
Federal agencies are called in to investigate failures at Enel SP.
