The Minister of Mines and Energy, Alexandre Silveira, stated that he ordered the immediate publication of a new public consultation regarding the Capacity Reserve Auction (LRCAP), with the aim of clarifying market doubts and guaranteeing the country's energy security from 2025 to 2030. According to him, the decision was motivated by the need for a quick response in view of the judicialization of the event, which prevented the advancement of the contracting of thermoelectric plants this year.
“Unfortunately, in the regulatory area, interests are very controversial. There was a judicialization of the LRCAP, and this could compromise the implementation of the best energy policy for the country. One of the points questioned was precisely the holding of a public consultation. In view of this, we decided, in a technical manner, to resolve this doubt of the market and ordered the immediate publication of the consultation. Secretary [Thiago] Barral is in charge of conducting this process, and also of keeping the press informed about the next steps”, said the minister after participating in Gas Week 2025, in Brasília, on Tuesday (8).
He also highlighted that, despite the suspension of the auction, EPE (Energy Research Company) has already concluded studies that indicate the need to contract energy to guarantee supply in the coming years. “We published on the correct date so that the thermal plants would be contracted in time for this year's drought. However, the legal proceedings prevented us from moving forward,” he stated.
The minister noted that holding the auction in 2025 does not depend exclusively on the MME. “We hope that, once the legal issues have been resolved, we can forward the measures to the control bodies and also raise awareness in the Judiciary. The intention is for everyone to work together to ensure the lowest price and the greatest possible energy security for the Brazilian consumer.”
