The Ministry of Mines and Energy (MME) published this Monday (6) two ordinances that extend the deadlines for sending contributions to public consultations related to the opening of the free energy market and the implementation of smart meters.
A Ordinance no. 871 / 2025 extended the deadline for Public Consultation No. 196/2025, which addresses the proposed regulation of the opening of the free market to low-voltage consumers and the creation of the Supplier of Last Resort (SUI). The deadline, previously scheduled for October 16, was extended until November 17, 2025.
According to the proposal, the free market will open in August 2026 for commercial and industrial consumers, and in December 2027 for other consumers. The SUI will be the agent responsible for guaranteeing the energy supply to free consumers who are temporarily without a contract, ensuring service continuity until a new supply agreement is signed.
Already Ordinance no. 872 / 2025 extended the deadline for Public Consultation No. 198/2025, which addresses the implementation of smart meters. The deadline, initially scheduled for October 6, has been moved to October 21. The proposal requires distributors to install smart meters in 4% of consumer units within 12 months—equivalent to approximately 3,6 million devices.
