Reporter of the provisional measure for the electricity sector in the Chamber of Deputies urges caution to protect consumers

Federal deputy Fernando Coelho Filho (União Brasil-PE) commented briefly to Canal Solar on MP (Provisional Measure) 1.300/2025, of which he will be the rapporteur in the Chamber of Deputies. The MP deals with the proposal to reform the electricity sector and was designated as rapporteur by the president of the House, Hugo Motta (Republicanos-PB).

Former Minister of Mines and Energy, Coelho Filho stated that the matter requires “care and maturity” on the part of the National Congress.

“This is an important issue for Brazil, due to the social tariff and the impact it has on Brazilians’ electricity bills. We need to be very careful and mature so that we can address this in the best possible way, which is good for the sector and also good and does not result in higher costs for the consumer,” said the parliamentarian.

Beyond the MP 1.300 / 2025, the deputy was already the rapporteur of another proposal of great relevance to the sector: PL (Bill) 414/2021 – which proposed changes to the operating rules of the electricity sector and expanded access to the Free Energy Market.

However, the text has made little progress and remains stuck in the CME (Mines and Energy Commission), of which Coelho Filho has been a full member since 2018 — the same year he left the MME (Ministry of Mines and Energy) leadership. He is currently serving his fifth parliamentary term.
