French President Emmanuel Macron has once again criticized the agreement between the European Union and Mercosur, focusing on the sustainability chapter, stating that the text does not guarantee a level playing field for European producers nor equivalent environmental protection between the blocs.
In an interview with a group of international newspapers, Macron described the agreement as "old" and "poorly negotiated," arguing that the environmental and production rules required in the European Union are not applied with the same rigor to Mercosur countries. According to him, this asymmetry could encourage European deindustrialization and weaken the bloc's climate goals.
The French president defended the adoption of so-called "mirror clauses," which would require exporters from outside the EU to comply with environmental, health, and labor standards similar to those required of European producers. This position reinforces France's resistance to ratifying the agreement in its current form.
Context of the agreement
The trade agreement between the European Union and Mercosur, which includes Brazil, Argentina, Paraguay, and Uruguay, had its basic text finalized in 2019. Since then, the EU has been negotiating additional instruments related to sustainability, including environmental and climate commitments, in response to criticism from member states and European productive sectors.
To date, the agreement remains pending ratification and faces opposition from governments such as the French, as well as debates in the European Parliament and national parliaments. The topic has returned to the center of the agenda with discussions on competitiveness, industrial policy, and the green transition in the European Union.
The European Commission argues that the agreement could expand trade, strengthen global supply chains, and create opportunities for companies from both blocs, while critics point to risks for industry, the agricultural sector, and the achievement of European environmental goals.
