PL that encourages the use of PV energy is being processed in Maringá (PR)
The proposal is from delegate councilor Luiz Alves (Republicans)

Brazil is facing the worst water crisis in the last 91 years due to the shortage of reservoirs, according to ONS (National Electric System Operator). The main consequence is the increase in energy tariffs for Brazilian consumers. Aiming to mitigate the impact of the crisis, a bill is being processed in the Maringá City Council (PR) that encourages the adoption of photovoltaic energy by consumers in the municipality.

The text proposes a discount on IPTU (Urban Territorial Property Tax) for taxpayers who implement a solar energy system in their residence. The proposal is from delegated councilor Luiz Alves (Republicans).

According to the councilor, PL 16036/2021 was sent in August to Comdema (Municipal Council for the Defense of the Environment of Maringá), which requested a period of three months for evaluation before the document returns to the Legislative process.

“We are going through a moment of very serious water crisis and we cannot live at the mercy of this situation, the rivers are emptying, we need to do our part, contribute and encourage the use of clean energy. It is up to the municipality to encourage consumers to use clean energy in their homes”, adds Alves.

This PL that specifies solar energy would be included in another municipal law that already exists, the Green IPTU. According to the councilor, the definition of the discount percentage applied has not yet been defined, as it depends on the Executive Branch.

The free energy market continues to grow in Brazil, but at a more moderate pace in 2026. According to data released by CCEE, more than 4.800 consumers migrated to the free market in the first quarter of this year. Despite the significant number, the volume represents a 36,5% decrease compared to the same period in 2025. But what does this mean in practice? In the free market, consumers can choose from whom to buy energy and negotiate prices, terms, and contractual conditions. This increases competitiveness and can generate cost reductions for companies. According to CCEE, the sector is now experiencing a natural adjustment after the strong expansion recorded in 2024 and 2025, when the high-voltage segment was fully opened. Even with the slowdown, the number of new entrants remains high compared to the average observed until 2023. And you, do you believe that the free market should accelerate further in the coming years?

ANEEL must analyze the extension of the suspension of reimbursements to wind and solar energy companies due to constrained-off measures.
