The Minister of Mines and Energy (MME), Alexandre Silveira, sent an urgent communication to the Ministry of Justice and Public Security (MJSP) regarding an escalation of threats made by the Comando Vermelho faction against the power substation that supplies Belém (PA).
The document, obtained by The Intercept Brazil and dated October 31, highlights that the security of the facility is vital to the success of COP30, as well as the energy security of the population.
A request is also being made for support from the Ministry of Justice and Security in activating security forces to investigate and stop the illegal acts that threaten the security of the Marituba Substation.
Currently, the substation is under the responsibility of Belém Transmissora de Energia SA, operated by Verene Energia.

The Ministry of Mines and Energy (MME) hereby informs the public that the security agencies of the Brazilian government and the state of Pará were immediately activated upon learning of the threats made against employees of the Marituba Substation in Pará. Official letters were sent to the Ministry of Justice and Public Security (MJSP), the Institutional Security Office of the Presidency of the Republic (GSI/PR), and the Government of the state of Pará, requesting that they take the necessary measures to protect the people and infrastructure threatened, and security in the region has already been reinforced. The MME has an active and strategic role in the planning of the electricity grid for the 30th UN Conference on Climate Change (COP30), coordinating actions with the Electricity Sector Monitoring Committee (CMSE), the National System Operator (ONS), and the National Electric Energy Agency (ANEEL).ANEELThe Ministry of Mines and Energy (MME) is working with local agents to ensure the supply of electricity during the event. The ministry is leading the monitoring, intersectoral coordination, and definition of specific operational guidelines for the event. All necessary preventive and contingency measures have already been adopted to ensure that COP 30 proceeds with the excellence and energy security that an event of this magnitude demands. The MME reiterates that the electrical system is secure, with guaranteed operation at all stages, from generation to distribution, with a special focus on the facilities in the Northern Region that will serve COP 30.”
