Government promise, solar power plant in the Minha Casa, Minha Vida program, remains stalled.

The popular initiative remains unimplemented almost two years after the project was announced.

The Federal Government's program aimed at reducing electricity costs for families benefiting from the "Minha Casa, Minha Vida" (My House, My Life) program through the installation of photovoltaic solar systems has yet to be implemented. The initiative remains stalled more than 19 months after the publication of Decree No. 12.084, in June 2024.

Under the coordination of the MCID (Ministry of Cities) and the MME (Ministry of Mines and Energy), the program foresaw investments of around R$ 3 billion for the installation of photovoltaic systems in up to 500 housing units by 2027.

"The Ministry of Mines and Energy informs that the inclusion of solar energy generation systems within the scope of the 'Minha Casa, Minha Vida' program is a relevant issue and is being addressed in an integrated manner by the Brazilian Government," it said in a statement.

Minha Casa, Minha Vida will receive R$3 billion for solar energy 

Currently, electricity bills are among the main expenses for Brazilian families, with an even more significant impact on the low-income population. Data from IBGE (Brazilian Institute of Geography and Statistics) indicates that these families allocate, on average, about 18% of their monthly income to paying their electricity bill.

In evaluating the ABSOLAR (Brazilian Photovoltaic Solar Energy Association), the initiative represents a significant step towards democratizing access to solar energy in the country's largest housing program.

However, according to the organization, there are still no records of housing contracts under the "Minha Casa, Minha Vida" program that include photovoltaic systems. This warning was issued by Rodrigo Sauaia, president of the association.

“This situation is worrying, given that we are in the last year of the current presidential term. To date, there are still no clear rules implemented by the federal government regarding the execution criteria, timeline, or public resources allocated for the effective installation of these systems, which jeopardizes the fulfillment of this commitment,” he said.

A ABSOLAR It highlights that well-designed photovoltaic systems can significantly reduce electricity costs, even among low-income consumers. In many cases, savings can reach around 70% on the monthly residential bill, depending on consumption patterns and installed capacity.

What does the program entail?

The Clean Energy Program in the "Minha Casa, Minha Vida" (My House, My Life) program aims to expand access to renewable electricity generation for low-income housing units, promoting the efficient use of energy and contributing to the financial sustainability of the beneficiary families.

The following income brackets are eligible for the program:

  • Urban 1: gross monthly family income of up to R$ 2.640,00
  • Urban 2: gross monthly family income between R$ 2.640,01 and R$ 4.400,00
  • Rural Band 1: annual gross family income of up to R$ 31.680,00

According to the decree, surplus energy produced by solar systems may be purchased by distributors or sold to public bodies, in accordance with regulations. ANEEL (National Electric Energy Agency).

The text also stipulated that, starting December 31, 2025, the program would prioritize housing units certified under the PBE Edifica (Brazilian Building Labeling Program).

Another commitment made was the definition of annual installation targets by the Ministries of Cities and Mines and Energy – which, to date, has not occurred. The Ministry of Mines and Energy stated that it continues to monitor the agenda within its competencies, in coordination with the other ministries involved.
