The city hall of Teresina, in Piauí, has opened a bidding process to contract solar energy credits intended to offset the consumption of buildings and other units of the municipal administration.
According to the notice published in the Official Gazette of the Municipality, the initiative seeks to increase efficiency in electricity consumption and reduce public spending throughout the term of the contract.
The tender specifies a monthly value of R$ 1,7 million and establishes the highest discount offered as the judging criterion. The price bidding session is scheduled for September 8, 2026, at 9:00 AM.
The contracted company must own micro or mini-distributed solar generation plants that are properly registered and connected to the Equatorial Piauí grid. The credits produced by these units will be used to offset the consumption of municipal facilities through the SCEE (Electric Energy Compensation System).
The contract will also cover the operation, maintenance, and management of the assets responsible for generating the credits.
The bidding process does not include the installation of panels.
The process does not include the installation of solar panels on public buildings or the direct purchase of electricity. The contract involves the use of credits generated by photovoltaic plants linked to the compensation system.
The actual reduction in electricity bills will depend on the discount offered by the winning company, the consumption of municipal units, and the volume of credits offset during the contract's execution.
For this reason, the financial impact of the measure can only be estimated after the bidding process is completed and the final contract terms are defined.
The notice was published in the August 5th edition of the Official Gazette of the Municipality and registered on the National Public Procurement Portal the following day.
