A ANEEL (National Electric Energy Agency) released this Monday (7) the first edition of the InfoTarifa bulletin, with data on the evolution of tariffs in 2024 and projections for next year. According to the document, the estimated average adjustment for 2025 is 3,5%, below the forecasts of the IGP-M (5,1%) and the IPCA (5,6%).
The projected percentage reflects the combination of different tariff components, including:
- 2,0% drop in Portion B, which includes costs manageable by distributors and is influenced by inflation rates;
- 1,6% increase in sectoral charges, driven by the end of Covid and Water Shortage accounts and the forecast of an increase in CDE Usage;
- 0,3% reduction in transportation costs, with different effects depending on the adjustment period: negative impacts for distributors with revision in the first half of the year and positive for those in the second;
- 1,3% increase in energy purchases, influenced by the appreciation of the dollar, which makes contracts with Itaipu more expensive, and by the change in the distributors' acquisition mix;
- 2,7% drop in financial components, resulting from the reversal of deferrals from RGE, CEEE and Copel, return of PIS/Cofins credits, and reduction of charges such as CDE Escassez and CVA Encargos.
The Agency also drew attention to the 2025 CDE (Energy Development Account) budget, currently under public consultation (CP 38/2024). The proposal foresees spending of R$40,6 billion, an increase of 9,2% compared to 2024.
Of note is the growth in subsidies to incentivized sources, which rose 27,4% (R$ 11 billion), and the Luz para Todos Program, with an increase of 57,8% (R$ 3,95 billion).
One of the graphs presented in the bulletin shows the evolution of tariff components over the last 15 years. While the average tariff grew below the IGP-M and IPCA, sectoral charges — created by legislation — increased by more than 250% in the period.
Distribution costs continue to grow more controlled, reflecting regulatory measures from ANEEL to encourage dealership efficiency.
For the general director of ANEEL, Sandoval Feitosa, InfoTariff reinforces the agency's commitment to predictability and transparency in the electricity sector. “The idea is to update this overview quarterly, as distributor adjustments are decided,” it said in a note. The bulletin will be updated quarterly.
