A ANEEL (National Electric Energy Agency) approved this Tuesday (2) the update of the reference value of the O&M Cost (Operation and Maintenance) of photovoltaic generating plants in isolated systems, used as a basis for reimbursement by the CCC (Fuel Consumption Account).
The decision is the result of Public Consultation No. 36/2024, which included the participation of the electricity sector. In total, 41 contributions were received from 15 entities, including distributors, consumers, and representative associations. After a technical analysis of the data, the ANEEL set the new reference value at R$ 9.233,09 per MWh.
The previous value, in effect since June 2025, was R$ 11.267,89/MWh, representing a reduction of approximately 21,9%. According to the Agency, the decrease reflects the trend of reduced implementation and maintenance costs for solar energy in recent years.
The methodology adopted now considers the weighted average based on the number of systems installed per model in each distributor, making the calculation more representative of the national reality.
"The update to the reference value seeks to ensure greater efficiency in the allocation of CCC resources, promote affordable tariffs, and guarantee the sustainability of isolated systems, without compromising the quality of service provided to the population," it informed. ANEEL.
What is the O&M benchmark value?
The reference value of O&M The cost of photovoltaic technology corresponds to the estimated average cost to keep solar power generation systems functioning properly over time, including services such as inspections, cleaning, equipment replacement, monitoring, and technical support.
This value is used by ANEEL as a parameter for reimbursing distributors for expenses related to solar systems installed in isolated systems through the CCC, a sector charge that finances energy supply in regions without connection to the SIN (National Interconnected System).
In practice, the reference value serves to limit and standardize financial transfers, avoiding cost overruns and ensuring greater predictability for the system.
