A ANEEL (National Electric Energy Agency) authorized, this Tuesday (14), the opening of Public Consultation (CP041_2023) to debate the budget proposal for Spanish Sporthorse (Energy Development Account) for 2024.
According to the Agency, the proposed value is $ 37,17 billion. The CDE brings together most of the existing subsidies in the electricity tariff, intended for public policies.
Of the total, $ 32,73 billion will be considered as charges in the rates of the captive consumers (linked to distributors), referring to the annual CDE-USO quotas, to be paid by energy distribution agents, in addition to annual quotas related to DG (distributed generation).
The Account went from R$15,99 billion in 2017 to R$37,17 billion in 2023. It is a sectoral fund, governed by Law 10.438/2002, which aggregates resources intended to subsidize the social tariff, incentivized sources, agricultural irrigation, in addition to transfers for the generation of electrical energy in isolated systems and coal-fired generation plants. Another purpose is the subsidy to reduce tariffs for public distribution service licensees and small distributors.
“The increase in the total amount proposed for 2024 is mainly due to variations in the DG subsidy and compensation to captive consumers associated with the de-quotation of physical guarantee contracts introduced in Law No. 14.182 of 2021, which deals with the privatization of Eletrobras, with a further contribution from the increase in discounts for consumers who purchase energy from incentivized sources and expenditures with the Luz para Todos Program”, explained the ANEEL.
Electricity consumers paid R$29,10 billion in tariff subsidies in 2023 (as of 14/11/2023), according to the Subsidiometer, a digital tool launched by the Agency in November last year. The digital report is available on the ANEEL and can be consulted at the following link.
