ANEEL proposes public consultation on ONS performance indicators

A ANEEL (National Electric Energy Agency) approved a proposal to open a public consultation to define the indicators and performance targets of the PO (Organizational Performance) program of the ONS (National Electric System Operator) for the 2024/2025 biennium.

With the definition of the 33rd Ordinary Public Meeting of the Collegiate Board, held this Tuesday (12), a public consultation will be opened for the period from September 13 to October 30, 2023.

The PO program is an incentive regulation instrument that aims to stimulate the efficient conduct and behavior of ONS actions in the execution of its final activities, related to the operation of the SIN (National Interconnected System).

The program was established by Normative Resolution No. 780 of 2017, which authorized the ONS to establish bonuses related to the achievement of organizational performance goals. 50% of them are defined by ANEEL and 50% by the ONS.

There was debate among directors about the performance indicators to be chosen by the ONS. The question was whether the Agency could request that society also be consulted by the Operator, along the lines of public consultation in voting. Unanimously, the directors included this obligation in the vote.

Goals must be relevant, objectively measured through indicators, reportable to society and verifiable by third parties. In addition, they must be approved by the ANEEL by means of a Homologation Resolution.

Currently, the ONS has 15 PO indicators, which were established by Homologatory Resolution No. 3.005, of 2021.

After analyzing the Operator's performance in relation to current indicators and considering the current context of the Brazilian electricity sector, the proposal of ANEEL is for the maintenance, without the need for adjustments, of five indicators; maintenance, with adjustments, of four indicators; exclusion of six indicators; and inclusion of the Budget Management Indicator.

The Budget Management Indicator is a novelty that aims to measure the efficiency and effectiveness of the ONS's economic and financial management, considering three strategic items that make up its budget: personnel, third-party services and project portfolio.

The expectation is that this indicator will encourage improvements in the process of preparing and executing the ONS budget.

The proposal of ANEEL It also indicates specific adjustments in some indicators, such as the ENA (Natural Affluent Energy) Forecast, the Small-Scale Reinforcements and the Variable Portion Application Period.

These adjustments aim to avoid distortions in results and encourage continuous improvement of processes.

On the other hand, the proposal suggests discontinuing some indicators that have already fulfilled their objective or are no longer relevant to the ONS's organizational performance.

They are:

  • Indicator of Compliance with the Frequency Performance Limit in Permanent Regime;
  • Indicator of Compliance with the Performance Limit of Systemic Flows;
  • Indicator of Meeting the Deadline for Issuance of the Release Term;
  • Indicator of Compliance with Deadlines for Calculating Charges and Services;
  • Indicator of Meeting the Deadline for Annual Recontracting of the Amount of Use of the Transmission System;
  • Indicator of Meeting the Deadline for Generation Integration.
