A ANEEL (National Electric Energy Agency) defined this Tuesday (17), through the Order No. 3.625, the PLD (Difference Settlement Price) limits and the values of optimization and service fees for 2025.
The minimum PLD was set at R$58,60/MWh, while the maximum structural limit was set at R$751,73/MWh and the maximum hourly limit at R$1.542,23/MWh. In 2024, the minimum PLD was set at R$61,07/MWh.
Beyond the limits of the PLD, the ANEEL It also set the values for 2025 for the TEO (Optimization Energy Tariff) at R$17,37/MWh; for the (TEO Itaipu) Optimization Energy Tariff of the Itaipu Hydroelectric Power Plant at R$58,60/MWh and for the TSA (Ancillary Services Tariff) at R$9,90/Mvar-h.
According to the Agency, the TEO and TSA were adjusted based on the IPCA accumulated until September 2024, of 4,42%, but the TEO had a higher adjustment, of 9,71%, influenced by the TAR (Updated Reference Tariff), which registered an increase of 17,03% in 2024.
TEO Itaipu has a reduction of 4,04% due to the reduction of the dollar adjustment factor and the projection of Itaipu's generation for 2025 and the increase in the percentage of energy to be consumed by Paraguay, which reduces the amount to be transferred to Brazil.
Finally, the maximum PLD limits were adjusted by the IPCA accumulated until November 2024, of 4,87%. The minimum PLD value was determined as the highest between TEO and TEO Itaipu, resulting in R$ 58,60/MWh.

THEORY: It is intended to cover the incremental costs of operation and maintenance of hydroelectric plants and to pay financial compensation for energy transacted in the Energy Reallocation Mechanism (MRE) of the Electric Energy Trading Chamber (CCEE). It is updated annually based on the variation of the IPCA inflation index and the variation of the Annual Reference Tariff.
TEO Itaipu: is calculated based on the installments relating to the payment of the transfer of energy from Paraguay, royalties, and the management of the plant by ENBPar. The conversion of the value, in dollars, of the estimated generation costs of the Itaipu HPP to the national currency must be carried out by the daily geometric average of the Ptax Closing Quotations of the US dollar, published by the Central Bank of Brazil, in the period from December 1 of the previous year to November 30 of the year of calculation.
TSA: remunerates the additional costs of operation and maintenance of generating units that are requested by the National Electric System Operator (ONS) to operate as synchronous compensators.
