CMSE recommends measures to guarantee electricity supply in Brazil

Committee calls for easing of hydraulic restrictions at 4 plants and assessment of reservoir strategy in the Rio Grande basin

The CMSE (Electricity Sector Monitoring Committee) kept the attention alert in relation to the water crisis and recommended to the Federal Government, this Wednesday (07), a series of measures to guarantee the supply of electricity to Brazilian consumers, amid the low level of the country's main reservoirs, especially in the Paraná River basin.

According to the MME (Ministry of Mines and Energy), the committee asked the ONS (National Electric System Operator) to start evaluating, together with ANA (National Water Agency), strategies for using the reservoirs of the hydroelectric plants in the Rio Grande basin.

The Ministry also recommended further easing of hydraulic restrictions at the Jupiá, Porto Primavera, Ilha Solteira and Três Irmãos plants, whose operating levels have impacts on navigation on the Tietê-Paraná Waterway. To achieve this, the ONS must publish the operating prospects of the plants at least 15 days in advance.

Furthermore, he pointed out that the inflows of Brazilian rivers remain lower than the historical average values and that the ONS was ordered to dispatch thermoelectric generation outside the order of merit and import of energy, without substitution from Argentina or Uruguay, and without limitation in associated amounts and prices.

According to the ministry, it was also agreed with ANEEL (National Electric Energy Agency) to carry out an awareness campaign on the efficient use of electrical energy. This will be mandatory for distribution concessionaires in the second half of 2021.

Finally, the MME highlighted that the committee considered as positive the expansion of the country's electrical energy generation and transmission capacity, which in the first half of this year came predominantly from renewable sources. The CMSE understands that for the next few years the tendency must be to maintain this scenario.
