As guidelines to valuation of the costs and benefits of GD (distributed generation), published by CNPE (National Energy Policy Council) this week, signal to ANEEL (National Electric Energy Agency) creation of a fair and transparent pricing mechanism to Brazilians.
This is what an assessment published by the ABSOLAR (Brazilian Photovoltaic Solar Energy Association).
A publication of the CNPE guidelines was highly anticipated by the sector, as they comply with a determination of Law No. 14.300/2022, which establishes that all GD benefits are correctly identified, calculated and incorporated into the segment.

According to a Guilherme Susteras, coordinator of the distributed generation working group of ABSOLAR, with this publication, the next step has “a path laid out so that the ANEEL calculate the costs and benefits of GD, for subsequent auditing of the company and incorporation into the sector”, he stated.
“The guidelines signal a strong alignment with the benefits that distributed generation brings to all electricity consumers and to Brazil’s own social, economic and environmental development”, added the coordinator.
To Rodrigo Sauaia, executive chairman of ABSOLAR, it is possible to affirm – according to him, with security and confidence – that the benefits of distributed solar energy generation are crucial for Brazilian society and far exceed their costs.
For the executive, when analyzing the socioeconomic and environmental gains from own solar energy generation, such as attracting investments, generating jobs, increasing the population's purchasing power and reducing polluting gas emissions, the balance “It is extremely positive for a nation that can be a protagonist in the global geopolitics of the 21st century”, he said.
“Additionally, the advancement of solar sources strengthens Brazil’s sustainable energy transition, giving consumers more power of choice, autonomy and energy independence”, he highlighted.
Net benefits of R$84,9 billion
At the end of last year, a study commissioned by ABSOLAR with the consultancy volt robotics, identified that the Photovoltaic distributed generation helps Brazil reduce costs for all electricity consumers.
When calculating the costs and benefits of the modality, the survey concluded that the net savings on the electricity bill of all Brazilians is more than R$84,9 billion by 2031.
According to the study, such benefits are equivalent to an average value of R$403,90 per MWh in the structure of the national electrical system, against an average residential tariff of R$729,00 per MWh in the country.
According to ABSOLAR, the objective of the study was to calculate the costs and benefits of microgeneration and distributed minigeneration, in accordance with article 17 of Law No. 14.300, of January 6, 2022, which established the legal framework for the segment.
Seven evaluation dimensions were identified: Energy, Charges, Financial Risk, Losses, Energy Security, Environment and Socioeconomic, with qualitative and qualitative analyses, subdivided into more than two dozen variables.
The calculations were made based on the official growth scenario projected for distributed generation in PDE 2031 (Ten-Year Energy Expansion Plan 2031), authored by the MME (Ministry of Mines and Energy) and EPE (Energy Research Company).

Currently, the own solar generation is very close to surpassing the 29 GW mark of installed power in Brazil, with almost 2,6 million systems installed and more than 3,7 million consumer units served, according to data from ANEEL.
Since the beginning of the expansion of the segment in Brazil, more than BRL 139 billion in investments, in addition to more than 840,3 thousand green jobs accumulated in the period in all regions of Brazil, contributing to a collection to public coffers of more than R$41,7 billion, according to estimates from ABSOLAR.
