It was presented at Chamber of Deputies, on the afternoon of this Tuesday (8), an urgent request for the processing of the PL 2703/2022. The information was confirmed by the associations that lead the mobilization with the Legislature.
The proposal aims to extend the deadline for the entry of the new energy compensation rules defined in Law 14,300 – rules that became popularly known as “sun taxation”.
“I want to thank everyone for their engagement as we managed to reach the necessary number, 266 signatures, through party leaders. Deputy Domingos Neto (PSD/CE) managed to capture these signatures”, he stated Hewerton Martins, president of the Association of Entrepreneurs and Solar Energy Consumers Movimento Solar Livre.
“I want to thank all associative entities, INEL (National Clean Energy Institute), ABSOLATE (Brazilian Photovoltaic Solar Energy Association), ABGD (Brazilian Association of Distributed Generation), all members of the Free Solar Movement, all entities that are engaged in seeking signatures so that we could achieve this today”, added Martins.
Guilherme Chrispim, president of ABGD (Brazilian Association of Distributed Generation), highlighted that the discussion is necessary and vital for the sector's current situation. “We understand that there was a gap, mainly due to the delay by ANEEL (National Electric Energy Agency) in taking a position, something that should have been done by July 7th, when the 180-day deadline expired”, pointed out Chrispim.
He highlighted that this situation “generated delays in some issues that were raised by the distributors, alleging that the Agency did not take a position. Therefore, we believe that a discussion about an extension of the deadline is pertinent. This request is valid and necessary.”
“The result that the sector obtained today is another step towards making PL 2703/2022 concrete, real. Of course, we still have other battles. We are making progress on the topic, but there are still points that need to be worked on until the end of this year. I believe that time is a big challenge, but we are progressing well. It is possible, I understand that it is possible that we can achieve this result”, added Chrispim.
Marina Meyer, INEL's Legal Director, said that she supports the MSL's initiative with Deputy Russomano's PL, but that the work of INEL together with Deputy Lafayette Andrada, who is the president of the Parliamentary Front for Renewable Energies, has an important role to deal with the extension of Law 14,300 in favor of legal certainty for the sector.
The request for urgent processing was requested by deputies Domingos Neto (PSD/CE), André Figueiredo (PDT/CE), André Fufuca (PP/MA), Antonio Brito (PSD/BA), Altineu Côrtes (PL/RJ ), Vinicius Carvalho (Republicanos/SP) and Adolfo Viana (PSDB/BA).
