A Câmara dos Deputados approved this Wednesday afternoon (10) the urgent request for voting on the PL 1292 / 2023, which aims to change parts of the 14.300 Law. The text was written by deputy Lafayette de Andrada (Republicanos/MG).
According to him, the proposal would have as its main objective close “supposed loopholes” left by ANEEL (National Electric Energy Agency) after the publication of Normative Resolution No. 1.059/2023 in February this year.
On that occasion, the Agency changed Normative Resolution No. 1000/2021, in the points related to the rules for the connection and billing of DG plants (distributed generation) in electrical energy distribution systems, as well as the rules of the SCEE (System of Electrical Energy Compensation) in electrical energy distribution systems.
"At changes aim to consolidate and facilitate the interpretation of the points mentioned in Law 14.300 of January 6, 2022, strictly maintaining the objectives and spirit of the law, which were widely debated, agreed upon and approved in this House”, he stated Lafayette.
What is an emergency regime?
The emergency regime is a granted measure that dispenses with some regulatory formalities. To be processed under this regime, the proposal must deal with matters involving the defense of democratic society and fundamental freedoms, among other cases.
A proposal can also be processed urgently when a request is made to that effect. If the urgency is approved, the proposal is placed on the Agenda of the following deliberative session, even if it is on the same day.
