Residential electricity was the item that most pressured Brazilian inflation in 2025, according to data released this Friday (9) by IBGE (Brazilian Institute of Geography and Statistics).
This sub-item accumulated a 12,31% increase during the year and alone accounted for 0,48 pp (percentage points) of the IPCA (National Consumer Price Index), representing the largest individual impact among the 377 items that make up the country's official inflation indicator.
Next in line are regular courses, with an impact of 0,29 pp; health plans (0,26 pp); and residential rent (0,22 pp), respectively. As in previous years, the electricity bill was again well above the official inflation rate for the year.
Electricity bill rises 177% in 15 years and is 45% above inflation
Electricity bills were almost three times higher than inflation in 2025.
In 2025, the IPCA (Brazilian Consumer Price Index) accumulated an increase of 4,26%, below that recorded in 2024 (4,83%) and within the ceiling of the inflation target established by the CMN (National Monetary Council), of 4,5%. The result was also the lowest since 2018, when annual inflation was 3,75%.
According to the IBGE's research manager, Fernando Gonçalves, the performance of residential electricity was influenced by tariff adjustments that ranged from -2,16% to 21,95%, in addition to the greater incidence of tariff flags throughout the year.
In 2024, for example, eight months had a green flag, with no additional charges on electricity bills — a scenario that was not repeated in 2025, contributing to greater pressure on consumers' wallets.
IBGE emphasizes that the IPCA is calculated based on data collected in specific metropolitan regions and municipalities, not encompassing all cities in the country. The survey covers the following areas:
- Metropolitan Regions: Belém (PA), Fortaleza (CE), Recife (PE), Salvador (BA), Belo Horizonte (MG), Vitória (ES), Rio de Janeiro (RJ), São Paulo (SP), Curitiba (PR) and Porto Alegre (SC).
- Municipalities: Goiânia (GO), Campo Grande (MS), Rio Branco (AC), São Luís (MA) and Aracaju (SE).
- Special area: Brasilia (DF).
Capitals with the highest increases
According to IBGE, the largest increases in residential electricity prices throughout the year were recorded in Porto Alegre (RS) and Goiânia (GO), both with increases exceeding 23%, as illustrated in the image below:
