The MME (Ministry of Mines and Energy) presented a set of proposals to modernize the management of Brazilian reservoirs and strengthen coordination between the agencies responsible for operating the electricity system and water use in the country.
The measures are part of the Hydroelectric Power Plant Regularization Reservoir Recovery Plan (PRR) and also aim to prevent crises like those that have already compromised Brazil's water and energy security in recent decades.
The study, entitled Diagnosis of the Governance of the Integrated Management of SIN Reservoirs, highlights the need to create more efficient mechanisms for coordination and joint planning between entities such as the ONS (National Electric System Operator), the ANEEL (National Electric Energy Agency), ANA (National Water and Basic Sanitation Agency), EPE (Energy Research Company) and the MME itself.
The proposal is to improve information sharing, avoid overlapping functions and ensure faster decisions based on technical data.

O report It also proposes updating legal and regulatory frameworks, creating permanent protocols for preventing and responding to critical events, and strengthening the institutional frameworks for governance.
These measures should increase the electricity sector's ability to respond to challenges such as climate change, increased energy demand, and hydrological fluctuations that affect hydroelectric generation.
The MME emphasizes that the plan seeks to consolidate an integrated vision between energy and water resources, replacing the fragmented model that still prevails in some operational decisions.
The document also revisits the major water crises faced by the country—in 2001, 2013, and 2021—pointing out that the lack of integration and slow institutional responses worsened their impacts.
In recalling these episodes, the MME reinforces that modernizing governance is vital to prevent the electrical system from operating in a risky situation again.
Prepared with support from the Fractal-FSET Consortium, the report also includes references to international reservoir management experiences, which combine hydrological planning, real-time monitoring, and coordination among multiple agencies.
With the diagnosis completed, the MME is now preparing a second phase of implementation, focused on reviewing standards and creating new technical cooperation bodies.
