The Government of Mato Grosso do Sul has confirmed the implementation of three mega solar power plants in partnership with Casa dos Ventos, with an investment of R$5,12 billion. The projects will be installed in Campo Grande, Paranaíba, and Paraíso das Águas, with operations scheduled to begin in 2026 and 2027.
The decision was announced after a meeting between Governor Eduardo Riedel, the Secretary of Semadesc (Secretariat of Environment, Development, Science, Technology and Innovation), Jaime Verruck, and executives from Casa dos Ventos, who detailed the construction schedule.
With the progress of the projects, Mato Grosso do Sul should immediately join the group of the 10 largest solar energy producers in the country, consolidating the goals of the MS Renewable program.
Capacity, jobs and environmental impact
The three plants together have more than 2,3 GW of installed capacity: the Rio Brilhante unit, in Campo Grande, will have 491 MW; the Seriemas Solar Project, in Paranaíba, will have 400 MW; and the Paraíso Solar Project, in Paraíso das Águas, will reach 640 MW. Together, the projects are expected to employ more than 4 workers at the peak of construction.
All projects were licensed by Imasul and allocated more than R$25 million in environmental compensation, in addition to adopting mitigation measures. According to Casa dos Ventos, the expansion directly contributes to the energy transition in the country.
The initiative reinforces the Government's goal of making Mato Grosso do Sul Carbon Neutral by 2030, expanding the use of solar energy in schools, parks, and public buildings. The successful experience of the Ilumina Pantanal program, which brought renewable energy to 2.975 isolated families, was highlighted as a model of sustainable policy.
