The Urban Development Committee of the Chamber of Deputies approved a proposal that seeks to encourage the adoption of renewable energy sources in new civil construction projects. The text provides incentives for construction companies that incorporate sustainable solutions into their projects, such as the installation of solar energy systems.
The initiative aims to integrate environmental practices into urban planning, encouraging more energy-efficient buildings aligned with sustainability goals. The approved text is a substitute presented by the rapporteur, Deputy Yury do Paredão (MDB-CE), to the 2.741 / 2024 Bill, authored by Representative Flávia Morais (PDT-GO).
If the proposal advances in Congress and is approved, construction companies that adopt these solutions may obtain a reduction in the so-called onerous grant – a fee charged by municipalities when authorization is granted to build beyond the basic limit established in master plans.
To make these incentives viable, the project proposes changes to the City Statute, guiding municipalities to create mechanisms to encourage the generation of renewable energy and the adoption of environmental solutions in urban buildings.
The matter now goes to the Committee on Constitution, Justice and Citizenship for analysis. Because there have been conflicting opinions throughout the process, the text will lose its conclusive character and will need to be considered by the Plenary of the Chamber of Deputies. If approved, it will still have to pass through the Federal Senate before becoming law.
