Brazil's Ministry of Mines and Energy opens public consultation for the first battery auction.

Decree defines guidelines for contracting energy storage systems in the SIN (National Interconnected System), with contract commencement scheduled for 2028.

The MME (Ministry of Mines and Energy) published this Monday (10) Ordinance No. 878/2025, which opens public consultation on the draft of LRCAP 2026 (Capacity Reserve Auction 2026) — the first in the country focused exclusively on contracting energy storage systems connected to the SIN (National Interconnected System).

The objective of the bidding process is to guarantee firm power, operational flexibility, and reduce generation surpluses, in line with the guidelines of the CNPE (National Council for Energy Policy). The draft establishes that the contracted product will be "Power - Storage," with a supply term of 10 years and a contract start date scheduled for August 1, 2028.

The projects must meet the following minimum technical requirements:

  • Power output equal to or greater than 30 MW;
  • Minimum continuous operation of 4 hours;
  • Efficiency (RTE) of at least 85%;
  • Maximum charging time of up to 6 hours;
  • Bonus for location in strategic areas of the system;
  • Compliance with ONS Technical Note DPL 0111/2025, which requires technology. grid-forming, capable of sustaining the electrical grid even without traditional synchronous generation;

Furthermore, the ordinance provides for greater flexibility in environmental licensing during the qualification phase, with the aim of reducing regulatory barriers and accelerating the implementation of projects.

A milestone for storage in the country.

The auction represents a milestone for battery storage in Brazil. Until now, there was no regulated mechanism for contracting this technology, considered essential for the integration of renewable sources and for balancing the electrical system.

The initiative should open new business opportunities for integrators, manufacturers, operators, and investors interested in large-scale storage and warehousing (BESS) projects, bringing predictability, legal certainty, and easier access to financing, as well as attracting international capital to the segment.

Public consultation and next steps

A public consultation The submission period will remain open for the next 20 days. After analyzing the contributions, the Ministry of Mines and Energy (MME) will publish the final LRCAP 2026 notice, detailing the volume of contracts, eligibility rules, and selection criteria. Contributions can be submitted through the platform. Participates + Brazil during the public consultation period.
