A ANEEL (National Electric Energy Agency) opened on Wednesday (16) Public Consultation No. 27/2024, with the aim of receive contributions from society to improve the draft contract that will regulate the rules for renewing concessions of the public electricity distribution service.
Currently, 19 dealerships have contracts expiring between 2025 and 2031. The first to have their contracts expire are EDP Espírito Santo (2025), Light (2026) and Enel Rio (2026).
On June 20th of this year, the MME (Ministry of Mines and Energy) published the Decree No. 12.068, which establishes guidelines for these renewals. Among the 17 requirements foreseen for the renewal of contracts, stand out:
- Consumer satisfaction becomes an indicator of quality;
- Mandatory improvement in energy delivery to the population;
- Guarantee of equal quality levels in all neighborhoods served by the concession;
- Targets for restoring services after extreme weather events;
- Annual investment plan, approved by tariff cycle and monitored by ANEEL;
- Investments in strengthening networks in rural areas and areas intended for family farming;
- Annual proof of financial capacity, to ensure the viability of new investments.
The proposal under public consultation will address topics such as: economic and financial sustainability of concessionaires; market service; user satisfaction based on quality indicators and service time; quality in the provision of distribution services; assessment of governance; differentiation of tariffs for areas with specific challenges, among other points.
