The early renewal of 34 hydroelectric concessions could generate revenue of R$ 8,8 billion, according to reporting by Folha de São Paulo, which had access to a report from... ANEEL (National Electric Energy Agency).
The measure is provided for in Law No. 15.235, originating from Provisional Measure 1.300/2025, which created a mechanism for renegotiating the installments of the UBP (Use of Public Property), a type of royalty paid for the use of water in hydroelectric plants licensed under the rules of Law No. 9.648/1998.
According to the model defined in the Provisional Measure, power plants that adhere to the agreement will receive a discount on the UBP installments due until the end of the concession. Aneel has until December 8th to complete the calculations and publish the renegotiated outstanding balance.
According to the newspaper's investigation, this balance would be R$ 17,95 billion. If the concessionaires accept the conditions, there will be a discount of approximately 51%. After the publication of the figures, the agents will have 60 days to formalize their adherence to the agreement.
The report cites as an example the case of the Foz do Chapecó hydroelectric plant in Santa Catarina, whose outstanding debt of R$ 1,170 billion could be reduced to R$ 804 million.
The revenue obtained from the renegotiation will be entirely allocated to reducing the CDE (Energy Development Account) in 2025 and 2026, with a direct impact on captive consumers in the areas served by SUDAM (Superintendency for the Development of the Amazon) and SUDENE (Superintendency for the Development of the Northeast).
