O Senate approved this Thursday (12) the basic text of the bill which establishes a regulatory framework for the exploration of offshore wind energy in Brazil.
The proposal aims to guarantee legal security for investors and promote the sustainable development of this renewable source.
However, the approved text included a series of “riders” – added sections that have no direct relation to the central theme – that benefit fossil fuel sectors, such as natural gas and coal.
Among the points unrelated to the main topic is article 21, which provides for increasing subsidies and extending deadlines for coal and natural gas thermoelectric plants.
Furthermore, it reinforces market reserves for specific segments of these sectors. Despite criticism from professionals and entities, the changes were maintained in the text.
Impacts on energy costs
The financial impact of these measures is a concern for energy sector entities. The National Energy Consumers' Front estimates that the inclusion of coal will increase electricity bills by R$17,5 billion, a 7,5% increase in the cost of energy for consumers.
“The amendments approved in the Chamber of Deputies and now ratified by the Senate IC require the hiring of inflexible natural gas plants, in addition to expanding coal subsidies until 2050. Expensive, unnecessary and polluting energy. A single bill could increase greenhouse gas emissions from the electricity sector by 25%,” says the sector’s note.
Next Steps
The text approved by the Senate now goes to the President for approval, at which point the Federal Government will have the opportunity to review the most controversial sections before its implementation.

Regardless of the politicians, who are indefensible, society needs to be well informed, it needs to understand that Natural Gas is CONSTANT and extremely beneficial for the balance of the ONS/SIN system, and that without CONSTANT we will no longer be able to advance in INTERMITTENT, solar and wind power. A 100 MW gas-fired thermoelectric plant emits less than 50 diesel trucks on our roads, what can we say about BIOGAS, which can be obtained by anaerobic bio-management of the wet fraction of Agro, swine and poultry farming, and a series of activities, from the MSW of large cities, also producing a large quantity of high-value bio-organic fertilizer. And why aren't these trucks on our roads Trifuel, Gas/Biogas/Biomethane, and why not pusher trucks on a waterway? A coal-fired thermoelectric plant is really terrible, even more so the one in Criciuma, SC, with very low quality coal (Criciuma 4100kcal/kg x Anthracite Peru 7100Kcal/kg x Cerrejon Colombia 6850 Kcal/kg). This thermoelectric plant from Santa Catarina is crap that emits 70 times more than a gas-fired one of the same power, and causes and has caused enormous harm to the health of the population, but no one messes with them, they are powerful. And what about WIND POWER? INTERMITTENT, what will be done with the reverse logistics that will knock on our door in 25 years, with all the non-recyclable thermosetting plastic from wind turbines (today more than 4 million tons)? They say that it will all be ground and placed as filler in the concrete for the infrastructure works, but they don't say who will pay for this. There is a president of a wind energy company who says that we should end gas, but she says nothing when it comes to paying the bill for this future environmental liability of wind energy.
