O energy storage, the REDs (distributed energy resources) and ancillary services are among the six priority regulatory issues for 2024, listed by the ONS (National Electric System Operator).
O access to the transmission system, demand response and operation and price close the list of subjects listed by the operator. According to the ONS, due to the transformations by which the electric sector is happening, these topics are of high relevance and are at the center of discussions SEB (Brazilian Electric Sector).
Still according to the operator, these issues will require new studies and the preparation of proposals which aim to improve the current regulatory framework.
“The Operator usually promotes important debates for the evolution of the regulatory framework with the aim of anticipating issues that will make a difference in the future. We believe that this strategy is essential for us to operate the National Interconnected System (SIN) in a manner aligned with the transformations of the sector”, stated Mauricio de Souza, IT Director, Agent Relations and Regulatory Affairs at ONS.

Distributed Energy Resources
With the growing participation of distributed generation, the ONS highlighted that the current challenge has been to guarantee the security of the SIN operation in a more complex and decentralized system. See the image below for actions on the topic in 2023 and what should be analyzed in 2024.

Access to the Transmission System
The ONS reported that it has been working with sector institutions to propose regulatory changes that enable a more efficient process for generators and consumers to access the transmission system.
Ancillary Services
The Operator pointed out that the improvement of Ancillary Services will allow greater flexibility and efficiency in the operation of the National Interconnected System. The diagnosis carried out by the ONS listed and prioritized, together with the ANEEL, the necessary developments for the provision of Ancillary Services.
Demand Response
The ONS highlighted that with advances in Demand Response, in 2024, the competitive process for contracting an availability product will be operationalized, in a experimental environment (sandbox), being another resource option for the system's operation to meet maximum demand (peak of the National Interconnected System).

Operation and Price
This topic will receive the attention of the ONS, since improving dispatch and price formation is one of the Operator's tasks. The agency highlighted that regulatory action ranges from contributions to improvements in the data, processes and models currently used to monitoring proposals for modernization of the sector for this topic.

Energy Storage
The ONS emphasized in its planning that the SAE (Energy Storage System) is an important technology in the energy transition, providing services throughout the electrical system value chain.
