Com a colaboração de Helder Sousa A tarifação horária é um instrumento regulatório essencial e inadiável para promover o achatamento da curva de carga do sistema elétrico, reduzir subsídios cruzados e mitigar a necessidade de investimentos bilionários em infraestrutura de rede. Por outro lado, a sistemática para novos moldes da Tarifa Branca em discussão pela Agência Nacional de Energia Elétrica (Aneel) pode alterar os custos para parte dos consumidores. Para chegar a essas conclusões, este estudo analisa a evolução, os desafios e as perspectivas da modalidade a partir das possíveis hipóteses de remodelação em curso. O modelo de adesão voluntária (opt-in) da tarifa, lançado em 2018, mostrou-se ineficaz, alcançando apenas 0,09% do mercado elegível até 2025. Esse desempenho é atribuído à ineficácia na comunicação e engajamento dos consumidores, e às restrições regulatórias do modelo, que privilegiaram a neutralidade de receita das distribuidoras em detrimento do incentivo econômico aos consumidores, enfraquecendo a sinalização horária dos custos de utilização das redes (TUSD Transporte). Diante dessa estagnação e do surgimento de novos fenômenos sistêmicos — como a sobreoferta de energia solar no meio do dia, associada à “Curva do Pato” —, a Aneel estuda aplicar a transição automática e compulsória dos grandes consumidores de baixa tensão para a nova tarifa ainda neste ano. Para avaliar os impactos dessas medidas, o estudo apresenta simulações com uma “hipotética” Tarifa Branca “reformulada”, calibrada para refletir, de forma direta, os custos marginais de capacidade. Os resultados apontam uma divisão clara de efeitos: assumida a inércia nos hábitos de consumo, o modelo beneficia amplamente os subgrupos B2 (rural) e B3 (comercial), mas tende a penalizar parte do subgrupo B1 (residencial). Para 53,5% do mercado de B1 da distribuidora analisada, projeta-se um aumento médio ponderado de 20,6% na componente de transporte da tarifa, já os demais 46,5% poderiam ter uma redução média de 8,3%. O estudo destaca ainda que o avanço de novas tecnologias — como sistemas de armazenamento por baterias (BESS), veículos elétricos e inversores híbridos — tem o potencial de romper essa inércia comportamental, permitindo ao consumidor gerenciar ativamente sua demanda e transformar o risco de aumento em reduções expressivas de custos. Tarifa Branca A sinalização econômica para consumidores de energia elétrica conectados em baixa tensão não é tão nova assim. Na prática, o tema lembra aquelas obras inacabadas que envelhecem antes mesmo de serem concluídas: trata-se da antiga Tarifa Amarela, idealizada em 1985, que, após anos de espera para sair do papel, acabou “desbotando” e dando origem à Tarifa Branca em 2016. A Resolução Normativa Aneel nº 733/2016 (posteriormente compilada na Resolução Normativa nº 1.000/2021) estabeleceu as regras comerciais de aplicação e o cronograma de adesão dos consumidores, com início em 1º de janeiro de 2018. A adesão espontânea do mercado elegível à modalidade, em termos de energia consumida, foi de apenas 0,09% (dados de 2025), o que mostra que, na prática, o modelo não alcançou seu público-alvo e teve desempenho bastante aquém do esperado. Para entender o que pode ter ocorrido é preciso compreender o propósito dessa modalidade tarifária. A Tarifa Branca foi concebida para sinalizar aos consumidores os custos horários associados à prestação do serviço de transporte da energia na rede de distribuição – a TUSD Transporte, uma das quatro partes da TUSD, como mostrado na figura a seguir. The fact is that the White Tariff is not a model designed to necessarily lower—or even keep the electricity bill the same—but rather to make it more aligned with the hourly costs that the consumer actually imposes on the system. Thus, it is expected that, within the universe of eligible consumers, some will be held more responsible than others for TRANSPORTATION costs incurred on the network, depending on their consumption profile throughout the day. By understanding these costs, largely associated with investments, operation, and maintenance of energy transmission assets, consumers would be able to respond to the signal from regulated prices (tariffs), adjusting their consumption habits and equipment usage accordingly. As a result, you could reduce expenses by shifting some of your spending to cheaper hours or by paying fares that are more in line with the TRANSPORTATION costs that your usage profile imposes on the system. For this mechanism to work, however, adherence to the White Tariff — as has been the case since 1985 with the Blue and Green time-of-use tariffs for consumers served at medium and high voltage — would need to be mandatory, not optional. Ultimately, it's unlikely that a consumer would willingly choose to switch to a plan that would increase their bill. Furthermore, it is essential to establish an effective communication channel with the consumer, capable of making their energy consumption habits visible and tariff signals understandable. As William Thomson (Lord Kelvin) summarized, "what cannot be measured cannot be improved." Ultimately, how can we expect consumers to make decisions about their consumption habits if they don't have clear and timely access to their own data? Even for the few consumers who have been willing to switch to the White Tariff under the current rules, communication remains difficult. Figure 3 illustrates how billing data for this type of transaction is typically presented in a practical case, although the interfaces may vary depending on each distributor's system. You don't need to be an expert to see that the communication model used to present the consumer's billing in the example has limitations: The invoice presents the unit prices in a dense list of text. A simple comparative graph could be created showing that the cost per kWh during "Peak" hours is almost three times higher than during "Off-Peak" hours. For consumers looking to save money, the technical distinction between TUSD and TE is irrelevant and confusing; after all, what needs to be reported is the total cost per kWh to be effectively paid. The invoice mentions "PEAK," "INTERMEDIATE," and "OFF-PEAK," but does not indicate the times when these periods occur (e.g., in the case of Enel SP, Peak Hours are from 17:30 PM to 20:30 PM). The history only shows the total monthly consumption. For a consumer subject to the White Tariff, the most important historical data would be the composition of consumption, describing, for example, how much energy was consumed each month during the different tariff periods. 1.1 Usage Habits The tariff calculation model considers, for each distributor, dozens of typical usage profiles (load curves) segregated by consumption classes — commercial, industrial, residential, rural, public service and public lighting. This approach seeks to incorporate regional specificities related to consumption habits, network usage patterns, and equipment ownership into the tariff calculation. The three previous figures present 15 low-voltage load curves used in the calculation of Cemig's tariff structure in the 2023 tariff review process for the residential class, adjusted to the billed energy. The graphs show a high degree of heterogeneity in profiles: from curves with virtually constant demand throughout the 24 hours to those with very pronounced power peaks, distributed across different time windows. Although most people concentrate their highest consumption during the nighttime period (between 18 pm and 22 pm), unique behaviors are also identified, with isolated peaks in the early morning, morning, or afternoon, highlighting the diversity in how the electricity grid is used throughout the day. The typical usage profiles representative of Cemig's commercial consumer units (subgroup B3) presented in Figure 7 indicate that, during the day, the infrastructure serving these establishments operates continuously. This behavior reflects the routine of street shops, offices, bank branches and other services, sustained by interior lighting, computer use and, above all, the virtually uninterrupted operation of air conditioning during the hottest part of the day. At the end of the workday, retail businesses significantly reduce their demand, precisely when residential units (subgroup B1) begin to increase their consumption by turning on their appliances. Between 20 PM and 7 AM the following day, almost all trading curves remain close to the bottom of the chart. There are some discreet exceptions — possibly associated with restaurants, bars, and other nighttime activities — but their impact is negligible when compared to the volume observed during the daytime. Since most commercial consumption at Cemig occurs before 18 PM, these consumers spend the day predominantly during off-peak hours and reduce their load before the most expensive period. In other words, they wouldn't need to change their habits to benefit from the White Tariff: their own operational routine already positions them to capture significant discounts, as they contribute little to the stress of the distributor's nighttime peak. Typical Rural Land Use Profiles (Curves 1 to 11). Source: ESTRUTURA Platform, by TR Soluções. Figure 8 presents the typical curves of Subgroup B2 (Rural). A significant heterogeneity of profiles is observed, with distinct implications for hourly pricing: "Peak villain" (curve 10): exhibits a significant peak around 18 pm, characteristic of rural residential consumption (agro-villages and farm headquarters), possibly associated with loads activated in the early evening (poultry farm lighting, heating, and pumps). This group would tend to be heavily penalized by a high peak hourly rate (for example, between 18 pm and 21 pm). The "apple of the eye" of the hourly tariff (curve 5): concentrates very high consumption in the early morning hours, with a sharp drop during the day. This is the classic nighttime irrigation profile, which already takes advantage of times when energy costs are lower for the system and, additionally, reduces losses due to evaporation. It is a naturally optimized consumption pattern and, therefore, tends to benefit greatly from a well-designed time-of-use tariff. Single-shift agro-industry (curves 7 and 8): exhibits intense activity in the morning and afternoon (e.g., grain processing, mills, flour mills, and dryers). Curve 8 reaches its peak around 8 AM, while Curve 7 approaches its peak around 16 PM. If peak hours start at 17 PM or 18 PM, these loads can, in many cases, avoid the peak by ending operations at the end of the workday, potentially achieving significant gains. Agribusiness with continuous operation/base load (curve 2): fairly flat profile, typical of processes with low operational flexibility (e.g., meat processing plants, large-scale milk cooling, and automated silos). In general, it is a group with less modulation capacity. Two-shift cycle (Curve 9): features elevations in the morning and in the afternoon/early evening. It is common in activities such as dairy farming (milking and morning and afternoon cooling). This profile is more sensitive to tariff risk, as late afternoon operations may coincide with peak hours. The marginal capacity costs: The differences in behavior and, consequently, the impact of a White Tariff for subgroups B1 (Residential), B2 (Rural), and B3 (Commercial) show that the Conventional Tariff includes a broad and barely perceptible cross-subsidy at the same voltage level. When hourly pricing that reflects real marginal costs is applied, the "mask" of the average tariff falls away, making it clearer who is actually burdening the network and who may be bearing costs they did not cause. By cross-referencing typical usage profiles with distribution network loads, hourly cost curves associated with the provision of TRANSPORT services are obtained — the so-called Marginal Capacity Costs. In the tariff methodology based on these costs, they are translated into the power component (R$/kW). Essentially, it estimates the cost, at the margin, of expanding or reinforcing the distribution network to meet each 1 kW increase in demand. These marginal costs form the basis for the value of the Transportation Usage Tariff (TUSD Transporte), which more accurately reflects service costs. In the real-world example shown in Figure 9, it can be observed that the hourly price ratio between the peak and off-peak stations, under technical signaling, would not be just three times—as in the revenue example in Figure 3—but substantially higher. Note how the marginal capacity cost curve calculated as a function of loads to serve low-voltage consumers, in the case of Cemig, is almost flat for most of the day and experiences an abrupt rise from 18 pm onwards, remaining quite high until 21 pm. According to the distributor, the electrical grid — wires, transformers, and substations — needs to be sized to support exactly the top of this "mountain" of demand. In other words, infrastructure investments are made to ensure that the system does not become overloaded precisely during those few critical hours. During the early morning hours, the network operates with spare capacity: there is idle capacity in cables and transformers. During these periods, the marginal cost of transporting an additional 1 kW tends to be very low. The afternoon period (between 14 pm and 17:59 pm) acts as the transition zone or the ramp-up in costs. The electrical grid is no longer "empty" and begins to receive power. This is a yellow warning sign for the consumer. During the night, the network approaches its loading limit. If demand increases during this time, the marginal cost of meeting this increase may be higher, because it tends to require reinforcements and expansions (a more robust network, greater transformation capacity and, possibly, new substations) to support the additional load. Aneel's calculation methodology is capable of indicating hourly capacity cost curves for all voltage levels (A2, A3, A4, and BT) and estimating tariff relationships between any stations that may be defined for these levels. The problem is that there is a regulatory provision in Submodule 7.1 of Proret that restricts the operationalization of the method by stipulating, for the White Tariff, that: the tariff at the peak station must be equivalent to five times the tariff at the off-peak station; the tariff at the intermediate station must be equivalent to three times the tariff at the off-peak station; and the tariff at the off-peak station must correspond to the product of the TUSD of the Conventional Monomial modality by the kz parameter, calculated for each tariff subgroup of the distributor based on typical consumption profiles. As a result, the hourly signaling of the TUSD Transport system was weakened: by fixing the relationships between the tariff points and, additionally, introducing the kz parameter — designed to preserve the revenue of the White Tariff subgroups in relation to the Conventional Tariff — the tariff model began to prioritize revenue neutrality at the expense of a more faithful adherence of the TUSD Transport system to the hourly costs of the system. In other words, the goal was essentially to keep the consumer's bill for the Transportation Usage Tariff virtually unchanged when migrating from the Conventional Tariff to the White Tariff. In practice, by applying the kwanza, the regulator sought to cap the potential savings for the consumer. As a result, the economic signal of the hourly tariff was weakened: the expected financial gain was reduced (or disappeared) and, without a clear advantage, subscription became unattractive. With optional time-of-use pricing, the decision to opt for the White tariff tends to depend on whether there is an economic benefit compared to the conventional tariff — that is, a reduction in the bill for the same volume consumed. This economy may or may not require load modulation; however, in seeking to neutralize the revenue difference between the modalities, the regulator eliminated a significant portion of the potential gains and, consequently, reduced the incentive to migrate. Review of the White Tariff: This weakness in the economic signal, inefficient communication, and the optional (opt-in) nature of the original White Tariff contributed significantly to the low consumer adoption rate. Given this failure, Aneel concluded that consumer inertia and lack of awareness hinder tariff modernization in low-voltage electricity when it depends exclusively on individual initiative. In November 2025, the Superintendencies of Tariff Management and Economic Regulation (STR) and of Regulation of Transmission and Distribution Services of Electric Energy (STD) of the regulator, in Joint Technical Note No. 8/2025 (AIR No. 1/2025, "Modernization of Distribution Tariffs - Cycle 1"), proposed opening a public consultation to discuss price signaling in low voltage, assess the challenges of low adherence to time-of-use tariffs, and indicate regulatory approaches aimed at efficiency in the use of the network, supporting the eventual automatic application of time-of-use tariffs to large consumers in this segment. In this context, Aneel launched Public Consultation Aneel No. 046/2025 (CP 46) to obtain input from society on the automatic application of the Hourly Tariff (White Tariff) for low-voltage consumers in subgroups B1 (residential), B2 (rural) and B3 (commercial, industrial and others) with monthly consumption equal to or greater than 1 MWh. In the process, the regulator adopted a more assertive stance, drawing inspiration from the model already established among Group A consumers (medium and high voltage). Since 1985, these consumers have been compulsorily subjected to time-based tariff systems (such as the Blue or Green tariffs). In the first stage, as indicated on page 29, item 144, of the rapporteur's vote, the Agency foresees the automatic and compulsory transition to the hourly tariff for the largest consumers in subgroups B1 (residential), B2 (rural) and B3 (commercial, industrial and others) — those with consumption exceeding 1.000 kWh/month — by the end of 2026. Although these consumers represent only 2,5% of low-voltage consumer units, they account for approximately 25% of the total consumption in this segment. Before the effective change in billing, there will be a three-month trial period: consumers will continue to pay the conventional rate, but will receive a simulation on their bill of what they would have paid under the hourly rate, along with guidance on how to reduce the amount to be paid. In the previous model, it is worth highlighting that Aneel's decision to maintain the White Tariff as optional (opt-in) was, at the time, a pragmatic regulatory strategy to enable its approval in the face of legitimate concerns from consumer protection agencies. Now, the regulator is demonstrating regulatory maturity by initiating the mandatory transition starting with the largest consumers. This approach protects smaller customers and more vulnerable families, whose peak demand coincides with unavoidable basic needs, such as a hot shower after a day's work, and who lack the flexibility to adjust their usage. This ensures that the modernization of the electricity sector respects the country's severe social limitations. The goal for 2027, as indicated on page 12, item 62, of the rapporteur's report, is to expand automatic enrollment to consumers with consumption exceeding 600 kWh/month, while maintaining an installation rate of 2,5 million smart meters per year to facilitate the transitions. With this expansion, the hourly tariff would reach 5% of consumer units and approximately 30% of the low-voltage market. The plan is not simply to apply the current "White Tariff" as it is today, but to reformulate it, as pointed out by the reporting director of Aneel in his vote. Since the current problem with the electrical system is the "Duck Curve"—a phenomenon caused by an excess of solar energy injected into the grid in the middle of the day, followed by an abrupt need for thermal generation at nightfall—Aneel intends to create a price signal that will lower costs and encourage consumption specifically during periods of solar oversupply. Reformulated White Tariff and its Effects In this third part of the article, an "interpretation" of the objectives outlined by the regulator for a possible new White Tariff is presented, and, additionally, simulations of the impacts that this "reformulated" White Tariff could produce are carried out. For this purpose, the current Proret methodology (Submodules 7.1 and 7.2) was used, making only parameters of the tariff structure more flexible — especially the duration and number of tariff periods, the intensity of hourly signaling and the kz parameter — in order to incorporate the technical indications quantified by the methodology itself. The regulatory limitations currently imposed on the TUSD Transporte time signaling were not taken into consideration. Parameter kz A Technical NoteANEEL nº 94/2012 representou um avanço à época ao exigir que o fator kz das tarifas fosse calculado por distribuidora e por subgrupo, em substituição às médias nacionais. Anos mais tarde, com a Tarifa Branca, a lógica do parâmetro permaneceu essencialmente a mesma: conter a vantagem econômica potencialmente capturadas pela Tarifa Branca em nome da neutralidade de receita das distribuidoras. Para obter as tarifas de referência associadas à Tarifa Branca “reformulada”, neste estudo o mecanismo de cálculo do kz foi substituído pelo método tradicional de reconciliação de receita, aplicado por distribuidora e por nível de tensão. Quando a reconciliação de receita é feita no nível de tensão — isto é, tratando a Baixa Tensão como um único agregado —, todos os consumidores passam a compartilhar a mesma restrição de arrecadação, mas a alocação efetiva de custos ocorre conforme o perfil horário de uso da rede. Assim, quem mais pressiona a infraestrutura no horário de ponta (majoritariamente o B1 residencial) tende a absorver uma parcela maior dos custos, enquanto perfis com consumos mais planos e predominantemente diurnos (como o B2 rural e B3 comercial) ficam com uma parcela menor. O resultado é uma sinalização mais aderente aos custos marginais de capacidade e, portanto, uma alocação mais justa: o comércio e a indústria em baixa tensão deixam de financiar, via tarifa média, a expansão e o reforço de rede demandados principalmente pelo pico noturno associado ao uso residencial — em especial, aos chuveiros elétricos. Simulações dos potenciais efeitos da nova tarifa As simulações foram realizadas com a mesma base de dados utilizada no cálculo da estrutura tarifária atualmente vigente na Cemig e considerando a aplicação da nova tarifa para os consumidores BT dos subgrupos elegíveis. Como resultado, são apresentados os impactos tarifários que uma Tarifa Branca “reformulada” poderia produzir sobre o conjunto de consumidores dos subgrupos B1 (residencial), B2 (rural), B3 (comercial, industrial e demais classes). No desenho hipotético dessa tarifa recalibrada para ser um espelho mais fiel da curva horária de custo marginal, a TR Soluções idealizou um cenário com quatro postos tarifários: Posto 1: madrugada (entre 23h e 7:59h); Posto 2: matutino (entre 8h e 13:59h); Posto 3: vespertino (entre 14h e 17:59h); Posto 4: noturno (entre 18h e 22:59h). Em termos de sinalização técnica de preços horários associados ao uso das redes (TUSD Transporte), esses postos tarifários apresentariam, em relação à TUSD Transporte da Tarifa Convencional, as seguintes variações: Posto 1: redução de 90%; Posto 2: redução de 74%; Posto 3: redução de 3%; Posto 4: elevação de 240%. Dessa forma, os custos considerados foram os seguintes: Posto 1: 8,90 R$/kW; Posto 2: 23,73 R$/kW; Posto 3: 88,64 R$/kW; Posto 4: 311,60 R$/kW. Fonte: Plataforma ESTRUTURA, da TR Soluções Ao quantificar um custo médio de capacidade de 311,60 R$/kW no Posto Noturno, esse desenho tarifário estaria emitindo um sinal econômico muito claro aos consumidores dos subgrupos B1, B2 e B3: “se vocês usarem a rede nesse período crítico, terão que pagar o custo real da infraestrutura necessária para tanto”. Para efeito de comparação, no modelo tradicional — modalidade convencional, com preço uniforme ao longo do dia — a mesma metodologia resulta em uma tarifa baseada em um custo médio de capacidade único de 91,66 R$/kW, como indica o gráfico a seguir. Fonte: Plataforma ESTRUTURA, da TR Soluções Impactos tarifários A base de dados de consumidores de baixa tensão utilizada no cálculo da estrutura tarifária vigente na Cemig contempla as seguintes quantidades de curvas típicas de uso: 15 curvas representativas do subgrupo B1 (residencial); 11 do subgrupo B2 (rural); 11 do subgrupo B3 (industrial); 12 do subgrupo B3 (comercial); e 11 do subgrupo B3 (serviço público). Para fins de simulação de impacto tarifário, quantificou-se o valor que os mercados representados por suas respectivas curvas típicas de uso pagariam, de TUSD Transporte, em dois cenários: (i) aplicação da Tarifa Convencional e (ii) aplicação da Tarifa Branca “reformulada” idealizada pela TR Soluções. A análise pressupõe que não ocorreriam mudanças nos hábitos de uso, ou seja, consideram que as curvas típicas de uso permaneceriam inalteradas. Participação do mercado de BT analisado. Principais resultados: Subgrupo B1 (residencial), correspondente a 65,4% do mercado analisado: a TUSD Transporte desse grupo teria um aumento médio de 8,0%, sendo que 53,5% dos consumidores observariam uma alta de 22,2% na fatura da TUSD enquanto os 46,5% restantes teriam uma redução média de 8,3%. Subgrupo B3 (comercial, industrial e serviços), correspondente a 24,7% do universo total analisado: 85,1% dos consumidores seriam beneficiados com uma redução média de 23,1% na fatura de TUSD Transporte, enquanto 17,9% perceberiam um aumento médio de 12%. Subgrupo B2 (rural), correspondente a 9,8% do mercado analisado: 73,9% deles teria uma redução média de 22,0% na fatura, enquanto os 26,1% restantes apresentariam uma elevação média de 19,7%. Em função do perfil de consumo mais concentrado na manhã e no início da tarde (fora dos horários mais caros), essa classe tende a ser, em geral, a mais beneficiada pela Tarifa Branca. É fundamental frisar que os cálculos se referem a um cenário de inércia total, com a manutenção dos hábitos atuais. A premissa da nova tarifa branca é justamente forçar o deslocamento desse consumo para horários em que a rede está ociosa, o que transformaria esse potencial aumento em economia. Em síntese, a adoção da Tarifa Branca tende a mitigar o subsídio cruzado intrínseco à modalidade Convencional. O modelo indica que os subgrupos B2 (Rural) e B3 (Comercial) — cujos perfis de carga, em sua maioria, não coincidem com o pico de carregamento do sistema — acabam arcando com custos desproporcionais sob uma estrutura de preço uniforme. Ao migrarem para uma sinalização horária mais aderente aos custos, essas classes capturam reduções tarifárias expressivas, da ordem de 20% a 23%. Em contrapartida, o cenário evidencia a ineficiência alocativa do subgrupo B1 (Residencial): por concentrar parcela relevante do consumo nos momentos de maior estresse da infraestrutura de distribuição, esse segmento, sob a premissa de inércia comportamental, apresenta uma elevação média de 22% nos custos de transporte. Essa dinâmica reforça que a tarifação horária tende a alocar os custos marginais de capacidade aos perfis que efetivamente determinam o dimensionamento e a expansão da rede, ao mesmo tempo em que desonera aqueles que contribuem para a melhor utilização dos ativos nos períodos de maior ociosidade. O fator tecnológico e a quebra da inércia comportamental A principal premissa adotada nas simulações deste estudo foi a de inércia comportamental, isto é, assumiu-se que não haveria mudanças nos hábitos de uso e que as curvas típicas de consumo permaneceriam inalteradas. Essa hipótese, contudo, tende a divergir do comportamento real esperado para os próximos anos, impulsionado pelo avanço de novas tecnologias e de formas ativas de gestão do consumo, como a inserção de veículos elétricos plug-in, inversores híbridos e sistemas de armazenamento por baterias (BESS). O consumo diário de energia para recarregar um veículo elétrico plug-in, por exemplo, pode ser comparável ao de uma residência inteira de classe média. Nesse contexto, um sistema de tarifação horária — com preços mais baixos na madrugada — pode reduzir substancialmente o custo da recarga ao mesmo tempo em que, considerando a perspectiva de crescimento do mercado desses veículos, alivia o carregamento das redes e limita a necessidade de investimentos em reforços. Em comparação com a Tarifa Convencional, o deslocamento desse carregamento para o "Posto 1" (madrugada) pode resultar em uma economia de até 90% nas despesas associadas à componente TUSD Transporte da tarifa. A integração de inversores híbridos associados a baterias também abre um novo horizonte. Esse arranjo permite ao prosumidor (produtor e consumidor) gerenciar a compensação de energia elétrica e moldar o perfil de carga visto pela distribuidora, injetando ou consumindo energia de forma estratégica para contornar os períodos mais críticos e caros de carregamento da rede. Para os consumidores em baixa tensão, as baterias podem desempenhar um papel análogo ao dos tradicionais geradores a diesel utilizados por clientes de média tensão (enquadrados na Tarifa Verde): eles permitem que o consumidor module parcial ou totalmente sua demanda no período noturno, reduzindo a exposição aos horários mais onerosos sem precisar abrir mão do conforto ou da operação. Por fim, cabe uma reflexão sobre a dinâmica de mercado. Muitos consumidores migraram para o Ambiente de Contratação Livre (ACL) motivados pelos descontos nos custos de transporte obtidos ao contratar energia de fonte incentivada. Entretanto, um sistema de tarifação horária com postos bem definidos e sinalização aderente aos custos marginais de capacidade pode proporcionar, em horários específicos, reduções de até 90% nos custos de transporte — como demonstrado neste estudo. Essas são apenas algumas das possibilidades e estratégias que, alinhadas à modernização tarifária, podem transformar uma expectativa inicial de elevação de faturas em uma redução estrutural e significativa dos custos com energia elétrica. Comentários finais Embora a análise da TR Soluções indique que uma parcela relevante do mercado — especialmente famílias do subgrupo B1 — teria aumento na conta de energia ao aderir à Tarifa Branca sem alterar hábitos de consumo, a adoção de tarifas horárias é amplamente defendida por especialistas do setor elétrico pelos benefícios sistêmicos que pode proporcionar. O sistema elétrico é dimensionado para atender ao maior consumo do dia (o “pico da montanha”, a partir das 18h, conforme a figura de custo marginal). Ao sinalizar um custo de R$ 311,60/kW nesse período, a tarifa induz mudanças comportamentais: consumidores postergam usos flexíveis (como lavar roupas) e empresas podem modular processos, reduzindo a demanda no horário crítico. Esse deslocamento do consumo para horários alternativos achata a curva de carga, tornando a operação do sistema mais linear e previsível ao longo das 24 horas e reduzindo o estresse sobre os equipamentos. Ao conter o crescimento da demanda na ponta por meio da sinalização horária, a distribuidora pode postergar investimentos em reforços de rede. Como esses custos de infraestrutura acabam sendo repassados às tarifas, menor necessidade de expansão tende a se traduzir em menor pressão tarifária no médio e longo prazo. Além disso, a tarifa horária se alinha de forma particularmente favorável à geração solar: os postos mais baratos (matutino e vespertino) coincidem com o período de maior produção fotovoltaica. Incentivar o consumo durante o dia contribui para absorver a energia solar disponível, reduzindo desperdícios e melhorando o aproveitamento de uma fonte limpa e de baixo custo marginal. Na tarifa convencional — com preço uniforme ao longo do dia — o custo elevado de atender o consumo no horário crítico fica diluído na tarifa média, o que pode gerar distorções. Um consumidor que utiliza pouco a rede no período de ponta (por exemplo, um estabelecimento que encerra atividades antes do início do horário mais caro) acaba contribuindo, via tarifa média, para custear a infraestrutura exigida por quem concentra o consumo no início da noite. A tarifa horária reduz esse tipo de subsídio cruzado ao aproximar preços dos custos efetivos do sistema, promovendo eficiência econômica por meio de uma alocação mais adequada: quem mais demanda a rede no momento crítico arca com maior parcela do custo associado à expansão. Em contrapartida, o consumo em horários de capacidade ociosa (madrugada e parte da manhã) tende a ser mais barato porque, nesses períodos, o custo marginal de atendimento é, de fato, menor. É fundamental ressaltar que, embora as simulações deste estudo fundamentem-se nos dados da Cemig e em premissas técnicas estabelecidas pela TR Soluções, os impactos tendem a variar conforme as particularidades de cada concessão. A metodologia aqui aplicada permite projetar cenários customizados para qualquer distribuidora do país, viabilizando uma análise técnica precisa e aderente às necessidades específicas de cada agente do setor. Por fim, cumpre destacar que a “Tarifa Branca reformulada” aqui dimensionada reflete estritamente um exercício analítico da TR Soluções sobre uma “possível” evolução do modelo.
