ABSOLAR details proposal for legal framework for solar energy in Brazil

ABSOLAR (Brazilian Association of Photovoltaic Solar Energy) presented, this Thursday (6), the draft of the bill that creates the legal framework for solar energy for entrepreneurs in the sector, authored by federal deputy Lafayette Andrada (Republicans).

According to the presentation, consumers who order the installation of DG (Distributed Generation) after December 31, 2020 will pay the cost of the TUSD Fio B network in 2021, with the exception of Generation Together with Load and Residential Shared Generation , which will have progressive payment from 2022.

Asked when the project should be presented and voted on, the vice-president of the board of directors of ABSOLAR, Bárbara Rubim, explained how the processing of a proposal in the Legislature works. 

“Any bill will always be processed through both houses. If the project starts in the Chamber, it is voted on in the Chamber and then it goes to the Senate. It's not a process that tends to be quick, a bill in Brazil takes an average of 10 years to be approved, but I've seen projects being approved in 10 days.

This is why the process of creating this bill is being carried out with great zeal, seeking conversations with Aneel to undermine any possible opposition. Furthermore, the articulation of this project has been done together with the presidency of the two Houses, Rodrigo Maia and Davi Alcolumbre, so that once this project is presented there will be a request for urgent processing”, explained Bárbara.

She also highlighted what the obstacles should be in the progress of the project. “We have two important obstacles. The first is the other issues that are already on the Congress agenda and the second obstacle is the authors, agents and other associations that do not want the project to move forward because there is something that goes against their interests”, he commented.

Ronaldo Koloszuk, president of the board of ABSOLAR, assured businesspeople that the legal framework for solar energy has the support of President Jair Bolsonaro.

“I told him the prospects for 2020, he was amazed at the sector's numbers and told me that he expects investments in the coming years of more than R$ 500 billion in Brazil in photovoltaic solar energy and that it is absurd to block this progress”, he commented.

According to ABSOLAR projections, 2020 should end with around 250 thousand jobs created since 2012. The largest portion of the vacancies created will be created by small and medium-sized companies in the distributed generation segment, which total approximately 14 thousand in the country.

The association also estimates that of the total value of investments in the sector, distributed generation will account for the largest portion and should represent more than R$ 16.4 billion in investments.
