Camex publishes ex-tariffs for photovoltaic equipment

With four months left until the end of the validity period of import tax exemptions under the ex-tariff regime and which include photovoltaic equipment, the GECEX-Executive Management Committee of Camex (Chamber of Foreign Commerce) published two Resolutions that deal with inclusions and revocations.

Resolutions 256 and 257 were published last Friday (24) in the DOU (Official Gazette of the Union). The two documents grant tax exemption for the import of solar panels, photovoltaic inverters and trackers.

A Resolution 256 grants ex-tariffs for the import of 27 models of photovoltaic inverters:

  • 2-level static electrical current converters, DC/AC, bipolar modulation and H-bridge topology, with nominal power of 100,000W, and maximum direct current power of up to 150,000W, maximum direct current input voltage of 1,000Vdc, degree of protection IP65, operating temperature from -25 to 60 degrees Celsius, maximum output current 151A.
  • Inverters for string photovoltaic systems, Ongrid, for single-phase grid, with nominal output power of 700W at 40 degrees Celsius, and nominal output voltage of 220V;
  • Inverters for string photovoltaic systems, Ongrid, for single-phase grid, with nominal output power of 1,000W at 40 degrees Celsius, and nominal output voltage of 220V;
  • Inverters for string photovoltaic systems, Ongrid, for single-phase grid, with nominal output power of 1,500W at 40 degrees Celsius, and nominal output voltage of 220V;
  • Inverters for string photovoltaic systems, Ongrid, for single-phase grid, with nominal output power of 2,000W at 40 degrees Celsius, and nominal output voltage of 220V;
  • Inverters for photovoltaic systems, string, Ongrid, for single-phase network, with nominal output power of 2,500W at 40 degrees Celsius, and nominal output voltage of 220V;
  • Inverters for string photovoltaic systems, Ongrid, for single-phase grid, with nominal output power of 3,000W at 40 degrees Celsius, and nominal output voltage of 220V;
  • Inverters for string, Ongrid photovoltaic systems, for single-phase grid, with nominal output power of 3,600W at 40 degrees Celsius, with maximum power of 3,960VA at 40 degrees Celsius, and nominal output voltage of 220V;
  • Inverters for string photovoltaic systems, Ongrid, for single-phase grid, with nominal output power of 4,600W at 40 degrees Celsius, and nominal output voltage of 220V;
  • Inverters for string photovoltaic systems, Ongrid, for single-phase grid, with nominal output power of 5,000W at 40 degrees Celsius, and nominal output voltage of 220V;
  • Inverters for string photovoltaic systems, Ongrid, for single-phase grid, with nominal output power of 5,300W at 40 degrees Celsius, and nominal output voltage of 220V;
  • Inverters for string photovoltaic systems, Ongrid, for single-phase grid, with nominal output power of 6,000W at 40 degrees Celsius, and nominal output voltage of 220V;
  • Inverters for photovoltaic systems, string, Ongrid, for single-phase network, with nominal output power of 7,000W at 40 degrees Celsius, and nominal output voltage of 220V;
  • Inverters for string photovoltaic systems, Ongrid, for single-phase grid, with nominal output power of 8,000W at 40 degrees Celsius, and nominal output voltage of 220V;
  • Inverters for string photovoltaic systems, Ongrid, for single-phase grid, with nominal output power of 9,000W at 40 degrees Celsius, and nominal output voltage of 220V;
  • Inverters for string photovoltaic systems, on grid, for single-phase network, with nominal output power of 10,000W at 40 degrees Celsius, and nominal output voltage of 220V;
  • Inverters for Ongrid photovoltaic systems, for three-phase network, with nominal output power of 3,000W at 40 degrees Celsius, and nominal output voltage of 380/220V;
  • Inverters for Ongrid photovoltaic systems, for three-phase network, with nominal output power of 4,000W at 40 degrees Celsius, and nominal output voltage of 380/220V;
  • Inverters for Ongrid photovoltaic systems, for three-phase network, with nominal output power of 5000W at 40 degrees Celsius, and nominal output voltage of 380/220V;
  • Inverters for Ongrid photovoltaic systems, for three-phase network, with nominal output power of 6,000W at 40 degrees Celsius, and nominal output voltage of 380/220V;
  • Inverters for Ongrid photovoltaic systems, for three-phase network, with nominal output power of 8,000W at 40 degrees Celsius, and nominal output voltage of 380/220V;
  • Inverters for Ongrid photovoltaic systems, for three-phase network, with nominal output power of 10,000W at 40 degrees Celsius, and nominal output voltage of 380/220V;
  • Inverters for Ongrid photovoltaic systems, for three-phase network, with nominal output power of 12,000W at 40 degrees Celsius, and nominal output voltage of 380/220V;
  • Inverters for Ongrid photovoltaic systems, for three-phase network, with nominal output power of 15000W at 40 degrees Celsius, and nominal output voltage of 380/220V;
  • Inverters for Ongrid photovoltaic systems, for three-phase network, with nominal output power of 17,000W at 40 degrees Celsius, and nominal output voltage of 380/220V;
  • Inverters for Ongrid photovoltaic systems, for three-phase network, with nominal output power of 20,000W at 40 degrees Celsius, and nominal output voltage of 380/220V;
  • Inverters for Ongrid photovoltaic systems, for three-phase network, with nominal output power of 25,000W at 40 degrees Celsius, and nominal output voltage of 380/220V.

In addition to inverters, the Resolution also approved the granting of an ex-tariff for a component used in solar module tracking systems (trackers):

  • Transmission and power gearmotor assemblies, which provide rotational movement of the tracker shaft to the VE8GA 50:1 reducer, with maximum input rotation of up to 2.2rpm +/-10% and maximum input power of up to 175, 2W, 24V voltage, 320Nm torque, with electrostatic powder painting for weather protection, with corrosion protection from C1 to C5, with a unit value (CIF) not exceeding R$ 1,412.70.

Already the Resolution 257, also published on September 24, revoked the tax exemption for two module models that had been granted in February 2020:

  • Photovoltaic modules, bifacial, composed of monocrystalline silicon cells, with maximum nominal power (STC – Standard Testing Conditions) equal to 535W ±15W, and maximum power (STC) with bifacial gain of 30% of 695W ±20W, efficiency (STC) equal at 20,835 ±0.59, with positive power tolerance equal to 3%, maximum voltage of 1,500V DC;
  • Monofacial photovoltaic solar modules, equipped with monocrystalline silicon cells, with maximum frontal nominal power (STC) equal to 535W ±15W, efficiency (STC) equal to 21,13% ±0.59, maximum voltage of 1,500V, with a minimum length of 250mm (+) / 350mm (-).

The revoked former tariffs were replaced and had their description updated in accordance with the rules in force:

  • Bifacial photovoltaic solar modules, equipped with monocrystalline silicon cells, with maximum front nominal power (STC) equal to 535W, maximum voltage of 1,500V, dimensions of 2,285 x 1,134 x 30mm, and efficiency of 211.3Wp/m², equivalent to 21.13%;
  • Monofacial photovoltaic solar modules, equipped with monocrystalline silicon cells, with maximum front nominal power (STC) equal to 540W, maximum voltage of 1,500V, dimensions of 2,279 x 1,134mm x 35mm, and efficiency of 213.1Wp/m², equivalent at 21.31%.

The publication also granted exemption from import tax for the following models:

  • Photovoltaic solar modules for generating electrical energy, monofacial, equipped with monocrystalline silicon cells, with peak power (STC) on the front of 450W, for systems with a maximum voltage of 1,000V, with dimensions of 2,094 × 1,038 × 40mm, efficiency of 207.03Wp/m2, equivalent to 20.70%, with a unit value (CIF) not exceeding R$ 510.36;
  • Photovoltaic solar modules for generating electrical energy, monofacial, equipped with monocrystalline silicon cells, with peak power (STC) of 400W for system with maximum voltage of 1,500V, with dimensions of 1,754 × 1,096 × 30mm, efficiency of 208.07Wp /m2, equivalent to 20.8%, with a unit value (CIF) not exceeding R$ 473.09;
  • Photovoltaic solar modules for generating electrical energy, monofacial, equipped with monocrystalline silicon cells, with peak power (STC) of 395W, efficiency 20.5%, for system with maximum voltage of 1,500V, with dimensions of 1,754 × 1,096 × 30mm (equivalent to 205.47Wp/m2), IP68 classification, with a unit value (CIF) not exceeding R$ 442.93;
  • Photovoltaic solar modules for generating electrical energy, monofacial, equipped with polycrystalline silicon cells, with peak power (STC) of 340W for system with maximum voltage of 1,500V, with dimensions of 1,995 × 992 × 35mm and efficiency of 171.80Wp /m², equivalent to 17.52%, with a unit value (CIF) not exceeding R$ 376.80.;
  • Photovoltaic solar modules for generating electrical energy, monofacial, equipped with monocrystalline silicon cells, with peak power (STC) of 400W for system with maximum voltage of 1,500V, with dimensions of 2,008 × 1,002 × 35mm and efficiency of 198.81Wp /m², equivalent to 19.88%, with a unit value (CIF) not exceeding R$ 452.95;
  • Solar photovoltaic modules for generating electrical energy, monofacial, equipped with monocrystalline silicon cells, with peak power (STC) of 405W for system with maximum voltage of 1,500V, with dimensions of 2,008 × 1,002 x 35mm and efficiency of 201.29Wp /m², equivalent to 20.13%, with a unit value (CIF) not exceeding R$ 463.09;
  • Solar photovoltaic modules for generating electrical energy, monofacial, equipped with monocrystalline silicon cells, with peak power (STC) of 410W for system with maximum voltage of 1,500V, with dimensions of 2,008 × 1,002 x 35mm and efficiency of 203.78Wp /m², equivalent to 20.38%, with a unit value (CIF) not exceeding R$ 472.22;
  • Photovoltaic solar modules for generating electrical energy, monofacial, equipped with monocrystalline silicon cells, with peak power (STC) of 350W for system with maximum voltage of 1,000V, with dimensions of 1,870 x 880 x 40mm, efficiency of 212.68Wp /m², equivalent to a minimum efficiency of 21.2%.

The effects of the Resolutions come into force from October 4th.
