O MME (Ministry of Mines and Energy) published, in this Monday (15), two ordinances what authorize to the companies Bolt Energy Comercializadora de Energia Ltda and the Tradener Ltda. The import energy electrical from the Venezuela.
In total, according to the ministry, there are already three companies authorized to import energy to the region, also considering Âmbar Comercializadora de Energia Ltda, which has already requested and been authorized to act as an energy importer.
In 2023, the Government issued Decree No. 11,629/2023, with a rule that made it possible to import electrical energy to serve isolated systems, by reducing the CCC (Fuel Consumption Bill), a charge paid by consumers.
Currently, there is an interconnection between Venezuela and the state of Roraima, since the state is the only one in the country that is not interconnected to the SIN (National Interconnected System).
Because it is not connected, the state has its energy generated almost entirely by thermal plants. Such dependence on the source makes the region a place suitable for blackouts.
The Minister of Mines and Energy, Alexandre Silveira, states that with these ordinances, the Government guarantees equality, transparency and clear rules to the competition process for energy imports from Venezuela. “The new import authorizations are an important and positive step forward”, he highlighted.
Authorization process
Authorization to import energy from Venezuela, carried out through ordinances, is an initial step that accredits companies to present price offers, at their own risk, for imports.
Effective import, however, depends on offers made by agents to be analyzed and accepted (or not) by the CMSE (Electricity Sector Monitoring Committee).
The board is responsible for verifying the real benefit for the consumer, through the reduction of the CCC, also observing the guarantee of energy security.
The import model adopted for interconnection with Venezuela is similar to that already successfully practiced in the case of Uruguay and Argentina.
Any interested party can request authorization for importation, which will depend on an assessment by the bodies that manage the national electricity sector regarding viability and economics for the Brazilian market.
In other words, as long as the imported product has a lower value than that practiced in the Brazilian domestic market.
