FREPEL meets with parliamentarians to discuss PL 4,831/2023

A FREPEL (Mixed Parliamentary Front for Clean Energy) got together, this Wednesday (24), in Brasília (DF), with parliamentarians and political leaders for discuss points of PL 4,831/2023, which deals with the renewal of concession contracts for electricity distributors.  

During the meeting, harsh criticism of the proposal presented and which is being processed on an urgent basis at Chamber of Deputies. 

“This is an act of cowardice against the Brazilian population. In addition to new tenders, we should have more than one energy distribution company in the states to allow competition. But the worst thing is to consider an automatic renewal of concessions, as if the service provided today was satisfactory for Brazilian citizens”, said federal deputy Arthur Maia (União/BA). 

Federal deputy Vitor Lippi (PSDB/SP) highlighted the need for the country to keep up with technological advances in the global electricity sector and seek cheaper alternatives that use clean energy to balance the system. 

Lippi cited the use of lithium batteries to generate energy, instead of the use of thermoelectric plants, which are highly polluting. “The challenge of the decarbonization agenda is to reduce the use of fossil fuels. We now have the lithium battery, which is a cheaper source of energy and does not cause pollution”, he explained.

The host of the event, the president of FREPEL, federal deputy Lafayette de Andrada (Republicanos/MG), in turn, reinforced the need for greater supervision over the activities of distributors, which have denied projects for new DG (distributed generation) connections, claiming that the flow reversal could cause disturbances to the electrical system.

According to the parliamentarian, the measure has impacted small and medium-sized entrepreneurs and generated unemployment for thousands of professionals in the sector. “GD generates thousands of jobs and generates taxes in the billions, in addition to generating cheap and clean energy. Even so, there is a great effort by distributors in the opposite direction”, he stated. 

Criticisms of ANEEL

A ANEEL's performance (National Electric Energy Agency) was also the target of criticism of parliamentarians present at the event. 

You Politicians accused the Agency of interpreting legislation in favor of concessionaires and against small entrepreneurs, especially with regard to the issue of cases of flow reversal across the country. 

During the event, Heber Galarce, president of INEL (National Institute of Clean Energy); José Marangon, institute advisor; and Hewerton Martins, president of MSL (Movimento Solar Livre), presented data and technical information about the positive impact that the clean energy sector has generated for the society.

Among the topics presented, highlights were the generation of more than 1.2 million new jobs in the country and the economic benefits of the sector, such as the contribution of R$ 195.6 billion in private investments and more than R$ 61.3 billion in tax collections for the Union's public coffers. 

Professor Marangon also presented to parliamentarians the concept of storage, like a good solution for renewable energy in Brazil.
