The Minister of MME (Mines and Energy), Bento Albuquerque, approved the Operationalization Manual that establishes the technical, financial criteria, procedures and priorities that will be applied in the More Light for the Amazon Program.
A Ordinance No. 244, published in the DOU (Official Gazette of the Union) last Friday (19), establishes the criteria for composing works programs, the types of sources of electrical energy generation, the conditions for releasing resources to the executing agent , the conditions for reviewing the physical targets of the contracts, the financial conditions of the contracts, and other obligations.
According to the Federal Government, the resources necessary for the development of the program will come from agents in the electrical sector, the CDE (Energy Development Account) and other sources to be regulated by the Ministry of Mines and Energy, in conjunction with other government bodies.
The main criteria for allocating CDE resources among executing agents are regional needs and mitigation of the tariff impact. According to the ordinance, the financial participation of the executing agent will be defined between the MME and the executing agent and signed in the commitment term, with a value above 10%.
Furthermore, the MME will promote actions to make other sources of resources available, by way of financing or subsidies, in order to contribute to reducing the tariff impact and reducing the use of CDE resources.
Other sources of resources, as non-refundable funds, may also be applied to innovation and energy efficiency projects as a form of support and development of the program.
Use of renewable energies
O More Light for the Amazon Program foresees the use of renewable sources of electrical energy generation, mainly photovoltaic systems, and the replacement of small diesel or gasoline electrical energy generators, which are currently the only source of electrical energy for many families living in remote regions.
The main objective is to contribute to the reduction of greenhouse gas emissions and encourage the sustainable use of Amazon Forest resources. The program will allocate resources to projects aimed at serving households located in remote regions of the Legal Amazon, and will prioritize the social nature of the investment.
Universalization of electrical energy
On April 26, 2002, the Law No. 10,438 established the process of universal access to public electricity service. Since then, it has made access to electricity available to all urban areas of the country and in rural areas of the states in the South, Southeast and most states in the Northeast and Central-West regions. It still needs to complete the service in the states of Bahia, Piauí, Maranhão, Mato Grosso, Mato Grosso do Sul, Goiás and in the states of the North region.
