PL 5829 (Bill 5829/2019), which foresees the creation of its own legislation for the distributed micro and minigeneration segment in Brazil, should undergo minor changes in the Senate and, therefore, return to the Chamber of Deputies for a new vote.
This was what federal deputy Lafayette de Andrada (Republicanos/MG) said this week, in an exclusive interview with Solar Channel.
The parliamentarian worked as rapporteur for the text while the document was waiting to be voted on by the Chamber. The proposal was approved on August 18, with more than 99% votes from deputies.
Since then, the text has remained in the Senate pending bureaucratic procedures.
On September 20, Senator Marcos Rogério (DEM-RO) was appointed as rapporteur for the project by the president of the Senate, Rodrigo Pacheco (DEM-MG).
“The expectation is that (PL 5829) will be voted on in the Senate this week with minor changes and, therefore, return to the Chamber for a new analysis,” said Lafayette.
The federal deputy highlighted, however, that, even with a new vote, the text will be approved and sent for presidential sanction in 2021. “Returning to the Chamber, there is already an agreement for the text to be voted on immediately by the deputies. By the end of the year, we will have this project voted on, with its backbone maintained”, he guaranteed.
Vote postponed
The vote on PL 5829 in the Senate was scheduled to take place last Thursday (25), but it had to be postponed at the last minute for health reasons of Senator Marcos Rogério. The unforeseen event frustrated the expectations of entities in the solar energy sector, who were waiting for approval.
For experts, the text paves the way in the country for the democratization of solar energy, with greater legal security and predictability for business, as it envisages assigning to ANEEL (National Electric Energy Agency) the responsibility for considering technical, environmental and social attributes in the calculation of energy compensation.
