Senate will hear distributors to discuss reducing electricity bills

Commission will discuss the use of R$ 60 billion in tax credits to reduce the value of energy bills

A Senate Infrastructure Committee will hear this Tuesday (17), the energy distributors to debate the use of R$ 60 billion in tax credits to reduce Brazilians' electricity bills. 

The public hearing was requested by Senator Fábio Garcia (UNIÃO-MT) and will be attended by members of the MME (Ministry of Mines and Energy), ANEEL (National Electric Energy Agency) and the Federal Revenue Service.

Credit refers to undue incidence of ICMS in the calculation basis of the PIS/Cofins contribution on the electricity bill paid by consumers. “This money is a tax that energy consumers unduly overpaid for many years and that the STF decided they could not pay,” said Garcia. 

Meeting in the Senate

Last week, the senator requested the inclusion of IRS in the debate, highlighting that the use of R$ 60 million to reduce Brazilians' electricity bills needs to be validated by the body. Garcia also defended that the transfer be made in full to the consumer.

“The appeal I will make to the Federal Revenue is that these tax credits can be approved quickly, and transferred from the distributors to the consumer. The distributors complain that the credit was not approved, despite the STF's decision”, said the parliamentarian. 

Representatives from ABCE (Brazilian Association of Electric Energy Companies) were also invited to the hearing; ABRACE (Association of Large Industrial Energy Consumers and Free Consumers); from ABRADEE (Brazilian Association of Electricity Distributors) and the Brazilian Institute for Consumer Protection.
