Opening of Mercado Livre could reduce electricity bills by 20%

O Bill 414, of 2021, which is being processed in the Chamber of Deputies, changes the regulatory framework for the electricity sector and expands the opening of the Mercado Livre de Energia, expanding purchasing power for captive consumers, who today can only obtain electricity from already defined distributors and with no choice.

In addition to this project, the MME (Ministry of Mines and Energy) provided a Public Consultation, on July 26th, which also aims to contribute to the advancement of the ACL (Free Contracting Environment) in the country.

Government plans to open Mercado Livre in January 2024

Therefore, with the opening of the segment and more competition, the expectation is that there will be a reduction in the cost of electricity for Brazilians.

Given this scenario, Trinity Energias Renováveis, one of the largest managers operating in Mercado Livre, carried out a survey that shows a savings of approximately 20% on the bill value, in the comparison made between captive and free consumers, during the years 2016 to 2021.

For now, the ACL is available to customers with a minimum demand of 500 kW, classified as special consumers, who must purchase energy from renewable sources, and 1000 kW for free consumers, who can purchase energy from conventional sources.

For João Sanches, CEO of Trinity Energias Renováveis, with the PL regulated, these customers will be able to choose the company that will supply their electricity consumption, with the benefit of the option of purchasing on demand and savings, depending on factors such as the price moment market performance and rainfall, for example.

Mercado Livre: next steps and necessary adjustments

“Competition in the ACL guarantees greater flexibility for companies and the customer, who can decide which is the best supplier and the type of contract to be established, opening space to define which provider best meets the needs, whether in solid companies or contractual satisfaction” , he highlighted.

The Bill, whose rapporteur is Representative Fernando Coelho Filho, has already been approved by the Federal Senate and awaits a vote in the Special Committee of the Chamber of Deputies. After approval, a period of 42 months will be available for its entry into force.

Cost of electricity in Brazil

According to data from ANEEL (National Electric Energy Agency), the price of energy has skyrocketed in recent years, expected to rise to more than 21% in 2022.

Furthermore, a survey by ABRACE (Association of Large Industrial Energy Consumers and Free Consumers) showed that the country has the second most expensive electricity bill in the world.

In fact, according to the study, the cost of electricity in Brazil has increased by 47% in the last five years and compromises 25% of the Brazilian family budget.

Importance of solar energy

In the opinion of professionals in the electrical sector, the constant rise in electricity bill values further reinforces the need of Brazilian consumers generate their own energy, through sources such as solar.

“Investment in solar has become even more viable and attractive in recent years due to the benefits it proposes in terms of profitability and clean energy”, assessed Gustavo Tegon, business administration specialist and co-founder of Esfera Solar.

“With the constant instability of increases proposed by ANEEL, the need to migrate to the photovoltaic source has become almost an obligation”, he highlighted.
