A ABNT (Brazilian Association of Technical Standards) published the standard ABNT NBR 17019:2022 – Low voltage electrical installations – Requirements for installations in special locations – Powering EVs (electric vehicles), prepared by the Brazilian Electricity Committee (ABNT/CB-003).
According to the association, the ABNT NBR 17019 specifies requirements for fixed electrical installation intended to supply electrical energy to electric vehicles and/or to receive electrical energy from electric vehicles. The text was based on IEC 60364-7-722:2018.
According to ABNT, the standard does not cover the assessment of the risk of explosion due to the production of hydrogen, or other flammable gases, during battery charging. NBR 17019 replaces some sections of the NBR 5410 – Low Voltage Electrical Installations, which determines conditions and rules for low voltage electrical installations up to 1000 V in alternating voltage and 15000 V in uninterruptible voltage in Brazil.
The standard also contains definitions of what the charger for electric vehicles should be.
The text also determines that the recharging for electric vehicles intended for the public must be designed with easy access to the recharging point in mind, in addition to being appropriately signposted. Still according to NBR 17019:2022, the electric vehicle can be used as a backup source. However, the text contains observations:
- The definition of backup source according to NBR 5410 is as follows: power or source that replaces or complements the normal source;
- To use the electric vehicle as a backup source, it is recommended that you consult the vehicle supplier;
- Using an electric vehicle as a backup source does not exempt you from complying with the regulations of public bodies, regulatory authorities and electricity distribution companies.
Furthermore, in the case where electric vehicles are intended to re-supply the electrical installation, the requirements of IEC 60364-8-2 are applicable. The standard also recommends that a DR (residual circuit breaker) be installed in the distribution board to ensure user safety.
