Alesp installs CPI to investigate Enel SP’s actions

A The Legislative Assembly of the State of São Paulo established a Parliamentary Commission of Inquiry (CPI) to investigate the actions of the electricity distributor Enel SP, according to the request proposed by deputy Thiago Auricchio (PL). The act that formalizes the creation of the commission was published in the Official Gazette of the State of São Paulo last Friday (14).

The CPI will investigate the quality of services provided by the concessionaire from 2018 to 2023. The survey will explore power outages, collection of amounts, operational performance, support for consumers and city halls, implementation of the social tariff, signed contracts, execution of investments and planned works, as well as the state of conservation of the infrastructure network.

Enel SP is the largest energy distributor in the country, serving 7.5 million consumer units or 20 million people in 24 municipalities in the metropolitan region, including the capital.

According to Auricchio, Enel leads the list of complaints to Procon in the Greater ABC region. He said that the objective is to assess whether the company meets the necessary conditions to provide a service as important as the supply of electricity.

The expectation is to start work in May. The next steps will be the selection of the nine full members of the Commission and their substitutes by party leaders and the election of the president and vice-president of the CPI, which will initially last 120 days, extendable for a maximum of 60 days.

A CPI has the investigative power specific to judicial authorities, for example, hearing defendants, summoning and questioning witnesses, breaking tax, banking and telephone secrecy, requesting services and information from any authority – including police – and holding public hearings.

The Enel group also underwent parliamentary investigation in the states of Rio de Janeiro, Ceará and Goiás.

According to performance ranking of the National Electric Energy Agency (Aneel), which assesses the quality of the country's energy distribution services, Enel SP occupies 19th position, Enel RJ 23rd, Enel CE 25th and Enel Goiás, sold to Equatorial , the 27th position among 29 large dealerships.

  1. This company does not have the slightest consideration for its customers and certainly does not meet satisfactory service requirements. This concession should be reviewed for a company with greater responsibility and operational quality.
