ANEEL forwards the draft notice for the second transmission auction to TCU

A ANEEL (National Electric Energy Agency) sent to TCU (Federal Audit Court) the draft of second broadcast auction of 2023, with expected investment of approximately R$ 21.7 billion. The bidding is scheduled to take place on December 15th.

The auction aims to build and maintain 3,000 kilometers of transmission lines and sections, as well as 9,840 MW of conversion capacity in substations.

The three lots in question involve the construction of 11 projects spread across five states: Goiás, Maranhão, Minas Gerais, São Paulo and Tocantins. These projects have construction deadlines between 60 and 72 months and are estimated to generate 36,900 jobs.

“With this, we will almost double the energy supply by the year 2030 – going from a predicted 17.5 GW to 32 GW –, thus enabling the flow of a supply of renewable generation in the North/Northeast regions”, he explains. Second broadcast auction will be held on December 15

Among the lots offered, Lot 1 is the one with the largest planned investment, about R$ 18.1 billion. It includes delivery of approximately 1,468 km of direct current transmission lines, crossing three states (Maranhão, Tocantins and Goiás).

Due to the complexity, the Lot 1 presents the longest completion period ever granted by the agency: 72 months. This period is justified due to the size of the work and the market's capacity to meet construction demands.

After receiving 120 contributions from 21 entities during Public Consultation No. 008/2023, ANEEL chose to subdivide Lot 1 into four sublots, aiming to increase competitiveness. The bidding for this case will follow the following dynamics:

Bidders interested in the complete Lot 1 or any of the sublots must deliver five envelopes to the auctioneer, whether or not they contain a valid bid for the lot and the four sublots. To do so, prior registration in this block will be required, by depositing a single proposal guarantee;

The auctioneer will conduct two rounds. Firstly, it will be decided whether the award will be for one contract (complete Lot 1) or for 4 contracts (sublots), based on a comparison between the proposals presented in the envelopes.

At this stage, only the solution with the lowest overall value will advance, regardless of the difference between the proposal made up of the sum of the lowest bids for the sublots and the best offer for the entire Lot 1;

In the second round, open outcry bidding will take place, if there are proposals of a maximum of 5% above the lowest proposal, for the entire Lot or for each sublot individually, as decided in the previous stage.

A technical clarification workshop on the main points of the event is planned for October. After analysis by the Federal Court of Auditors, ANEEL's board of directors plans to publish the notice and bidding notice in November.
