ANEEL wants to consolidate consumer rights and duties

ANEEL (National Electric Energy Agency) opened a public consultation this Friday (23) to debate the proposal to consolidate the rights and duties of electricity consumers. 

The entity proposes to concentrate the content of 62 current standards into just two: one related to consumers and the other on the transfer of public lighting assets.

To receive society's comments on the matter, the Agency informed that it will hold two virtual public hearings, on May 19th and June 16th. 

“The main objective of this consolidation is to maintain the currently valid merit of the consolidated resolutions, with clear, objective, simple and precise language, as well as eliminating possible contradictions between the consolidated acts”, explains Sandoval Feitosa, director-rapporteur for the topic .  

According to him, the population's participation in consultation with consumer protection institutions is of fundamental importance. “Energy consumers increasingly have a voice in the sector, also assuming the role of energy generators or using batteries and electric vehicles, which will be increasingly present in our lives”, he states. 

Among the rules to be revoked are:

  • ANEEL Normative Resolution No. 414/2010, which establishes the conditions for supplying electricity throughout the country; 
  • Resolution 547/2013, on the application of the tariff flag system; Resolution 610/2014, which deals with electronic pre-payment and post-payment modalities for electricity; 
  • Resolution 733/2016, on the white hourly rate; and Resolution 819/2018, relating to the recharging of electric vehicles.

“In fact, we are creating a revolution when it comes to dealing with consumers, and I have no doubt that the consultation period will be very intense in discussions. This is a true treaty on the relationship with the consumer and will guide the consumer-distributor relationship for the coming years. It is important that consumers get involved”, said ANEEL general director, André Pepitone.

As this is a consolidation of standards, with the intention of bringing together and simplifying the language used by the Agency, there will be few innovations in relation to current standards. 

One of the most significant is the change in monetary correction indices, which provides for the replacement of the IGP-M (General Price Index – Market) by the IPCA (Broad National Consumer Price Index).

The State of Rio de Janeiro has more than 1413 established favelas, duly catalogued, with hundreds of irregular properties in each of them, adding these irregularities, working within these “communities”, it is observed that almost all electrical installations are irregular , or there is no clock, or the connection goes directly to the property, given this fact, what will be the measures for these properties to pay for the energy consumed, how this calculation is made and how much electricity is made available for these respective regions and How much is actually paid by these consumers?
    If there is more incentive to finance solar energy generators, there will be renewable energy left, and less damage to nature.
