Former landfill in RJ will receive installation of 5 MW solar plant

The system will supply public properties, generating annual savings of approximately R$ 2 million for the municipality

A Rio de Janeiro's city hall announced, this Thursday (13), the PPP bid winner (Public-Private Partnership) of Solarium Carioca – installation project solar plant at the old landfill, located in the Santa Cruz neighborhood.

Two companies participated in the bidding, and the winning group was the Rio Solar Consortium, with a bid of 20.5% discount on the current tariff of the Light.

O photovoltaic system, which will have 5MW, will occupy the landfill site, currently deactivated, and will supply public properties, generating annual savings of at least R$ 2 million for the municipality. It is estimated that the energy generated will supply around 45 municipal schools or 15 UPAs (Emergency Care Units).

According to the Ministry, the private investment will be R$ 45 million over a period of 25 years. There will be more than 11 thousand panels which must be installed within 1 year after signing the contract – scheduled for August. The City Hall has already mapped out at least four other areas for the implementation of other plants of this type in the city.

Lucas Costa, director of project structuring at CCPar (Companhia Carioca de Parcerias e Investimentos), explains that the project is a new milestone in the city's energy transition.

“It is a project in which the municipality wins on several fronts: first, through the production and use of clean and renewable energy by the City Hall; then, through significant cost reduction, making it possible to direct these saved resources to other public policies; and finally, for giving a sustainable destination to an old landfill, a land unusable due to previous use”, he said.

According to Jean Caris, Undersecretary of Planning and Monitoring of Results, of the Municipal Department of Finance and Planning, with the bidding concluded, the city is moving forward in another stage of the project, which is foreseen in the Sustainable Development and Climate Action Plan and in the Strategic Plan 2021-2024.

About Solarium Carioca

Solarium Carioca is a project that was coordinated by the Treasury Planning Office from the initial application phase and is now being implemented by CCPar, helping the municipality neutralize its greenhouse gas emissions and promote new green jobs .

The initiative will also have a major financial impact in reducing spending on paying energy bills. The project was structured in partnership with the C40 cities group and the German agency GIZ through the CFF – Cities Finance Facility program. The expectation is to remove at least 40 thousand tons of carbon per year from the atmosphere with the implementation of the Solarium Carioca.
