Camex grants Ex-tariff for high power solar inverters

Among the modules that were benefited, some of monocrystalline and bifacial technologies are included.

Camex (Chamber of Foreign Trade), of the Ministry of Economy, granted Ex-tariff for high-power photovoltaic inverters, commonly used in large distributed mini generation and centralized generation projects. The decision was published in the DOU (Official Gazette of the Union) on Thursday (27).

In addition to high-power inverters, solar follower components, called trackers, were included.

According to the publication, the Ex-tariffs will come into force from September 1, 2020 and will be valid until December 31, 2021. It is worth remembering that the exemption only affects equipment that meets the specifications listed in the published document.

Ex-previous tariffs

In July, the government had already granted Ex-tariffs that change the import tax rates for some solar energy equipment to 0% until the end of 2021. In total, more than 110 ex-tariffs related to solar modules, inverters, trackers and motor pumps were included.

The modules that benefited include some monocrystalline and bifacial technologies, as well as some types of three-phase inverters for photovoltaic systems and components used in trackers, such as control units. The measure only affected those who met the specifications listed in the published document.

What is Ex-tariff?

According to the Ministry of Economy, the Ex-tariff regime aims to promote and attract investments in the country, as it exempts contributions directed to productive enterprises. In addition, it deals with a temporary reduction in the rate, and aims to enable increased investments in capital goods, IT and telecommunications goods that do not have equivalent national production.

Wladimir Janousek, specialist in technologies and production processes for solar equipment used for the production of electrical energy, highlights that the Ex-tariff regime is an instrument of Public Policy, being used to improve productivity, allowing access to technologies that are not yet available. are available and in use by Brazilian industry. “It is a legitimate stimulus policy that governments in all countries have to encourage segments, production chains, or certain sectors of the economy”, he explains.

Janousek clarifies that with the inclusion of an Ex-tariff for a certain piece of equipment, the import tax on it is reset to zero. “The regime allows this equipment that falls under the Ex-tariff condition, once the concession is approved, to be imported with zero import tax”, explains the specialist.
