A CNI (National Confederation of Industry) delivered this Tuesday (19) for the Chamber of Deputies The Industry Legislative Agenda.
The document, which is in your 29th edition, brings together 134 bills that are of interest to the industrial sector and are in processing both in Senate Federal and Chamber of Deputies.

Among all the projects sent, there is the so-called 'Minimum Agenda', which are 17 projects considered priority by the CNI.
Three of them directly impact the solar energy sector: the legal framework for low-carbon hydrogen, the Patent (Energy Transition Acceleration Program) and the modernization of the electrical sector, which appears in PL 414/21.
The latter aims to promote the sustainability and competitiveness of energy, without harming taxpayers with new taxes.
These are projects considered by the CNI to be essential to leverage incentives for decarbonization and international insertion of the Brazilian economy.
“The Legislative Agenda is one of the main contributions that the industrial sector, led by the CNI, has made for 29 years so that we can build a more socially fair and economically viable Brazil”, said the president of the CNI, Ricardo Alban.
“It is the main instrument of dialogue that we maintain with parliamentarians, the federal government and civil society. Our objective, in defining this list of priorities, is to contribute to the voting and approval of proposals with a positive impact on the business environment”, he highlighted.

Bill 5,174/23, authored by deputy Arnaldo Jardim (Cidadania-SP), which creates Paten, can be voted on this week in the Chamber of Deputies.
The objective of the proposal is to promote sustainable development projects using tax credits from taxpayers, who are in precatório, to invest in increasing infrastructure and research aimed at sustainable development.
The project rapporteur, Marussa Boldrin (MDB-GO) expanded the list of projects that can be financed by the program, which are natural gas production and expansion projects, hydroelectric plants of up to 50 MW, recovery and energy recovery of solid waste, including in rural properties, and development and integration of energy storage systems.
The projects that can be subsidized are those focused on technology and production of renewable fuels, such as second-generation ethanol, aviation biokerosene, biodiesel, biomethane and green hydrogen.
Research and development linked to renewable energy sources are also points listed in the PL, which focuses on replacing polluting matrices with renewable sources.
Among them are the expansion of the production and transmission of solar, wind, biomass energy, among other clean energy sources.
The ways of financing the program are from the 'Green Fund', a guarantee fund that will be administered by the BNDES (National Bank for Economic and Social Development), at lower financing rates, the other way is to offer taxpayers indebted to the Union, the possibility of regularizing their tax situation, if they contribute a counterpart to the investment in eligible projects .
