Government adopts new measures to prevent worsening of the water crisis

The CMSE (Electric Sector Monitoring Committee) informed, during an extraordinary meeting this Thursday (27), that it will be necessary to implement relaxations of hydraulic restrictions relating to the Jupiá, Porto Primavera, Ilha Solteira, Três Irmãos, Xingó, Furnas and Mascarenhas de Moraes.

“It is noteworthy that the initiatives related to the relaxation of hydraulic restrictions for projects located in the Grande and Paraná river basins aim to mitigate the risk of loss of water control in the Paraná river basin. Therefore, in addition to energy issues, the aim of the measures is to guarantee the proper governance of hydraulic cascades, including the preservation of water use, throughout the dry period ofand 2021″, the CMSE said in a note.

The CMSE also decided to recommend to the ANA (National Water and Basic Sanitation Agency) that the situation of water scarcity in the Paraná River Basin be recognized, as well as forward the proposals deliberated by the CNPE (Collegiate to the National Energy Policy Council), taking into account as these are relevant actions aimed at maintaining security in electrical energy supply and service.

The CMSE also highlighted the importance of institutional coordination, not limited to the Brazilian electricity sector, so that ongoing measures can be effective in increasing the security of electricity supply in the country throughout the year.

To deliberate the recommendations, the CMSE considered the scenario presented by the ONS (National Electric System Operator) regarding the low rainfall this month, typical behavior of the dry season and which is expected to continue in the coming months, especially in the Southeast/Central-West region. . 

Furthermore, it was highlighted by the ONS that inflows remain below historical average values, with the characterization of the worst amounts recorded for the SIN (National Interconnected System) in the period from September to May in 91 years of history.

According to the operator, the hydrological situation is critical in the Paraná river basin, which encompasses the Paranaíba, Grande, Tietê and Paranapanema river basins. The hydroelectric plants with the main SIN regularization reservoirs are located there, whose resources are operated in such a way that, in dry periods, their stocks can be used in an optimized way and with a view to guaranteeing the due service to the load.
